yea, it means that the spike was 0.08s away from a full defuse. The time after the bomb gets defused indicates how much time until the bomb would've blown up.

There is a slight desync between the score and stream
Due to the scores being a stream overlay, there could be slight delays between each of them. Don’t worry, there’s no background shenanigans going on, it’s just simple stream delay between the overlay and the stream itself.
