If the Niners receive a decent offer, they will trade back 1-15 spots. It may even be twice as long as they can pick up an extra second round pick. Someone may want to jump ahead of the Cowboys to get Jeanty or Warren. So if the Niners were to trade back twice, that would give them three second round picks. That would be huge to have a low twenties first and three second round picks. They could fill their holes with a DT, Edge, CB, and O-lineman freeing up later picks (3rd round and on) to grab talent.
I could see the Falcons, Cards, or Bengals trading up with the Niners and then Packers, Steelers, or Texans trading up again. All to get their guy. This would still leave someone they like available at say 23-25 like Tyler Booker, Tyliek Williams, Mike Green, Derrick Harmon, Walter Nolan or Kenneth Grant available to the Niners. And they would have two seconds extra in addition to their own 43rd pick
To stay at 11, you have to believe that that player you want is a future all-pro. Is Will Johnson that much better of a corner than Shavon Revel or Benjamin Morrison at CB. Or maybe Kevin Banks is much better than Josh Simmons or Cameron Williams at tackle.
If the Niners went by your theory, then we'd end up with another Javon Kinlaw. How'd that work out?
We need to follow the script. A stupefying DL can take over a game. If we had DT's that could push the QB left or right....we will dominate. The most disruptive DT on the board should be first.

My wish list. Get Garrett and Dahlman. Get Warren in draft, especially now that Deebo will be gone. DL is very deep in this draft. Watch the Senior Bowl. Some diamonds later in the draft on OL/DL

how exactly do you plan on getting garret dudes going to cost two firsts at minimum every team in the leagues is going to want garret and theirs zero shot hunter makes anywhere near 11 them some pipe dreams

I know we need to protect BCB and get a defense to do the run and get pressure... but, I like Tyler Warren to be the understudy to Kittle.
If not for the injury, I think it would be likely that the 9ers would take Simmons. Of course, if not for the injury, Simmons would be gone at 11. The first three rounds are gold! I'm trading down between 15 and 20, picking up an extra pick and drafting Jihaad Campbell. Jalon Walker would be a good pick at 11. I suspect the 9ers are taking Pearce, Nolen, or the dt out of Oregon. Pick up Helm in 3rd for TE.
