It is unlocked since the beginning of the game. I brought the mullholand safehouse and tried to steal it and store it on the roof at the beginning of the game. It was unlocked, but the police and swat blasted the helicopter :( After many tries, I brought it to mullholand, but then realised it was longer than the roof :(((( Well whatever, have a nice day!

However, you can travel as a passenger in a plane as soon as San Fierro unlocks (after The Green Sabre) Fun Fact: When travelling from one city to another as a passenger, if you look closely, you'll see that CJ is actually flying the plane. So, technically you can't fly as a passenger

As for me I already know all these, I learned alot about this game growing up years ago, I only know the Facts tho, not the myths, because there was hardly any place you could find people discussing myths other than 4chan and Reddit.
I dont know if this just my game or not. The maverick that located in san fierro airport (near hangars) is the only helicopters/planes in that airport that i can access in the early game (before big smoke mission). Maybe you can recheck it.
