If i recall the vtubers themselves are the one who plan out their 3D debut streams, of course with some help with managers and staff. But they are basically the one who think of how they should do their streams and make it entertaining for their viewers. This also applies to Hololive's streams as well but of course with restrictions, but they do have enough freedom to do so.
Part of that could be due to a difference in how each company presents itself. Hololive's own CEO said he tends to view the agency as more of an idol agency (though a promo for the Bloom concert had a major message about how the girls in the agency can be idols in their own ways rather than sticking to what is usually expected of Japan's idol industry), while Nijisanji feels more like a traditional "talent agency" with no one specific focus (the members aren't viewed primarily as idols, actors, etc, so there's more a bit more openness).
At first i thought it was just a clip of someone cosplaying as her, but the consistency of her showing up even on mito twitter makes me sure that "thing" is mito herself
They're also only capturing the the upper body when Debi's not walking. In Debi's 3D debut stream, you can see that the lower body has 3 modes, flying, sitting, and walking, only when Debi is walking will you see his legs moving.

His 2D design is pretty simplistic looking compared to most others but his 3D model looks so smooth its great. Even if its still simplistic, it still looks damn good.
