The owners insurance is responsible for recovery and clean up. That’s why all marinas require insurance these days.

Federal water way and your registration with the Coast Guard to get your vessel number used to be no charge: helps salvage and rescue to FIND you. Plus the province sends you a sales tax bill estimated on length. Then you have to fight it!! Ask me how I know. Well run marinas would have all the paperwork on any boat moored in their files "in ordnung".
