The song is about a Japanese battle unit called the "Battotai". They carried swords (as mentioned in the song by "the sword has been brought back after being abolished in the restoration") and fought against the last vestiges of what remained of the samurai and old government, the Shogunate. The so-called "Satsuma Rebellion" was the occasion to which this song was created a few years after the fact. Japan heavily westernized and modernized itself from about 1853 onwards because the US commodore Matthew Perry sailed a gunboat near the shores of Japan and forced the country to open up because the Japanese government isolated itself between the 1630s to 1853 from the rest of the world and didn't allow trading with foreign countries, including European ones and the US. Only the Dutch really traded with them during this period (and a few others). This was called the "Meiji Restoration" in which Emperor Meiji and his ministers modernized the country and abolished the entire feudal class system, the samurai and the Shogunate. The old government was replaced by a new one with a western-style constitution and a modern army.
Battotai is my second favourite military march after Muistoja pohjolasta (eng. memories from the north). there was a version of this with great wartime footage, too bad you watched this one with still picture :D
