And when Harper dies, everyone is like "That's a damn shame", and there's sad music and everything. Is this supposed to be aknowledged or hypocrytical that this game makes Menendez's statement true?
Actually you have a point! The scene really shows that Menendez cared about his men not by rank but by person. When Harper died everything was sad and all, don't get me wrong it was sad but when Farid died after betraying Menendez nobody cared about Farid, although he was the man inside and provided important intel. It appears like that Treyarch tried to show the hypocrisy in that scene.

And then when he shoots harper(in the other option) , you can feel the immense wave of sadness that hits him, its in his voice and face. Farid is fucked either way and it's horrible.

Honestly, I let Menendez win in the end. Granted I still shot him as payback for Woods and Hudson but I let his plan go forward. I figure a guy who has gone to this much trouble, who is this far ahead of his enemies, who has risen this high from literally nothing deserves the win in the end.
Leave aside he earned it, he deserves it. He is totally right in his cause. Everything he says literally true. While the poor majority of the world suffers, the rich population lives without a single problem.

Can’t decide who is a better villain Makarov or Menéndez they both are bad ass I feel bad for Menéndez the most because he came from absolute poverty and really only cared about his sister he was well written
The music selection is perfect
Sucks it's kinda hard to keep Defalco alive this long. It has more impact with him alive in this scene.
There is a way to keep him alive for this mission, and get the good ending, which is by letting him capture Chloe during "Karma", and saving her in the "Second Chance" mission instead. Farid must be saved to get this ending, however, which results in DeFalco being killed on the bridge of the U.S.S. Obama, but he has no other dialogue after that if he survives anyway, and dies in the ending no matter what.

Farid lives, and *SPOILER* Karma lives. This also gives you the "Best Ending"

Probably. The way he said "prove your loyalty to me," implying Farid wasn't loyal in the first place. As well as how Farid says that "Menendez knows! I'm sure of it." and that likely being purposefully placed by the devs as a (not so subtle) hint.
Salazar probably told Menendez that Farid was a spy when Salazar found out about Farid.
when menendez is talking and is real close to Farid you can see his eye twitching (or moving really fast up and down) indicating that he was holding himself not to kill Farid on spot
