He is trying to fool non technical persons. Capacitor can only reduce power factor
W = voltage×current× pf
= 230 ×4×0.5 = 460
If the pf is improved to 1 current will be reduced to 2.5 but w = 230×2.x1 = 460 consumption will be same 😮
In India there are thousands of Engineers who don't know this. He is not a engineer.
