Some employers are using it to defraud ppl. They don't have any care company. They brought ppl into UK, but no job to offer them. True employers are available who can apply for Certificate of Sponsorship for ppl, they will pay the Home Office Fees for ppl. But some true employers also charge ppl, and they will apply for Certificate of Sponsorship for ppl. The Home Office also charges employers for it.
