That's a complicated subject you should discuss with a CPA and attorney. I suggest finding someone who is familiar with government contracting, because government contracting adds some extra wrinkles to the equation.

I'm not sure I understand what you are asking. You would start with the price you pay the manufacturer, and add your overhead costs, installation/delivery costs, and other administrative costs required to complete the contract.
I would definitely like you to take a deeper dive. Also, do you mentor people?
