Giving an overworked office worker who hates his boss Façade as his signature TM is the biggest brain move Gamefreak made this entire generation.
Bets on Larry being 100% the self-insert of a handful of employees disgruntled enough to make the character and make statements through him, but not enough to leave.

Larry is not only an Elite Four member and Gym Leader, he's also a middle class businessman. Now THAT'S a man I can respect!
When Larry walked out as the 3rd Elite Four member, I lost it. I was not expecting it at all, I was so happy.

Because Normal-Flying is the most common double typing in all the pokemon games of course

I personally thought that it just fit with his middle class businessman theme. I can easily see him flying economy behind a mother with her crying child, Looking utterly unfazed.
