Shaver Lake and Huntington Lake/China Peak Ski Resort is in FRESNO COUNTY. The city of Fresno and City of Clovis, the largest and closest major city to Yosemite and the other national parks are about an hour away. Fresno is the 5th largest city in the state of CA. If you have several days, using Fresno or Clovis as your home base is a great place because it has all major store, malls, costco, whole foods, trader joes, etc. Then Shaver/huntington/china peak/yosemite, and others are an hour. Bass lake is only 45 mins away which if you are lucky also snows and the drive is shorter and easier than going to shaver lake.
Went there this Nov 2019, in the week of thanksgiving. There was a snow storm warning from Tuesday and we reached there on Wednesday in midst of a foot of snow!
