I had the same issue with my JVC GR-D366EK Mini DV Camcorder. After spending some time researching and trying how to troubleshoot and fix this issue, I found that the source of this issue was the pinch roller (a piece of small black cylindrical rubber tube which rolls and guides the tape while in record or playback mode) was loose. Just as mentioned by Jasper Williams in his comment below - a big thank you for him for sharing his ideas and solution for this notorious issue.
The problem was the keeper/retainer for the pinch roller (a piece of tiny black rubber tube measuring 2.5mm in length and 2mm in diameter approxiamtely) was missing which holds the punch roller on its metalic shaft. After some search, I found that the keeper/locker (the tiny and short black rubber tube) was trapped inside the camcorder unit and after I held the unit upside down and gave it some gentle shake, the keeper fell out to the ground (which I already laid down a piece of white fabric to help me find and catch the tiny black tube easily, which could otherwise go missing easily). If you can't find the retainer, you can try to find a replacement for your DV camcorder model on eBay
After I found the tiny rubber tube (i.e., the pinch roller retianer), I put it back into its proper place (i.e. onto the designated punch roller metalic shaft) and now the camcorder can both record and playback mini DV tapes/cassettes. And the problem was solved for me, yay :-D
I just wanted to share this with you guys in the hope that it may help someone who is also struggling with this notorious "The unit is in Safeguard Mode" JVC error message. Credits go to Jasper Williams (who origionally found and shared the solution here)

Although skeptical, this fixed my problem, however I "borrowed" a pinch roller retainer from another camera (that was too far gone to salvage). The pinch roller is now tight, although it will throw the error every now and then, I just turn it off, press on the pinch roller, and the message usually goes away. Its annoying, but at least it works.

I have a GR-D750U and it was doing the same thing. I am positive this happened because I left the tape inside the camera for a long time(over 1year) & that's a big no-no with any device that works with a pinch roller mechanism. Leaving the tape inside for extended periods creates a flat spot on the roller which is what you are hearing. I have been looking online for camcorder repair shops, but no luck yet.

I have the same issue with my jvc gr d270u. Jasper Williams has the right idea with the missing clip for the rubber piece. My rubber piece came right off and I found the clip in the device. Might want to check. It's a little black plastic piece that that goes over the metal holder that holds the rubber piece in place. I put it together and it actually played my videos until it came out again. I'll need a permanent fix somehow. Sorry for getting so technical 😋

_I only returned because I found another tape to recover and my original repair fell out of the camera. It's lengthy, but I know this is an ongoing issue, so, this info might help get you started, if someone could just stumble into a better pinch roller, (off anything) we could end the misery for many. Anyway, this is essentially what you're dealing with._
Almost all these errors are, in one way or another, relative to the cheesy pinch roller and immediate components e.g. (roller, shaft, irreplaceable bearing and shaft and the rollers' keeper - which is usually what's gone after this error appears?) SO - I temporarily fixed a couple of these, but my homemade pinch-roller-keeper wore out. [Directly from factory, the pinch roller bearing, is both, too small, and too short, hence, the roller prematurely wears out it's original keeper, and all these issues arise.] I believe the key will be to finding some sort of insert to put inside the pinch roller, on the bottom and top sections. It's got a divider built into the middle of the roller which prevents you from inserting a homemade, full-length bearing/keeper. Anyone who has one of these will quickly notice, the tiny brass bushing that's molded onto the shaft, is WAY too small in comparison to the pinch roller inner diameter where the above mentioned brass bushing rides. THIS, is the whole problem. You can't get the bushing off, (at least I can't) so, we need come up with a "shim" insert for the bottom section of the roller to tighten up the roller and keep it from wobbling. Then, - (or less permanently) use the otherwise, well known, "pen" ink-tube trick or something very similar. e.g. grab an assortment of pens, (pen manufacturers are using about four different sizes of ink tubes) take the ink tubes out and find one that fits the tightest on the shaft that the pinch roller goes on. (If it's too loose, it'll just fall off and error will return. It MUST fit snugly on the shaft - don't worry whether or not it fits tightly on the punch roller, this is only used as a replacement keeper. Ideally it would be a bearing and keeper, but good luck finding something that fits both components as needed?) Then - Cut just over a 1/16th" of an inch piece of the ink tube and make sure it fits snuggle on the shaft before installing the roller. Then, using small needle nose or medical tweezers, install the roller, then insert the ink tube chunk on the shaft and gently press it down, be careful not to bend the pinch roller arm/base too much, it's pretty much spring steel, so you shouldn't unless you really get zealous. [if you can carefully get a partially bent screwdriver or? under the roller arm base to keep from bending it, that would be good.] - then, continue to slip your homemade locking collar onto the shaft. This is only a temporary fix, and you don't always get "perfect" playback, but you should recover enough to make it worth your while. Again, the key would be a whole new tighter fitting roller, or, a shim in the bottom portion of the pinch roller to keep it from wobbling altogether. If anyone finds some household junk that works good for this, it'd be nice to see someone post a full repair. As is mentioned below, there's a similar problem on a different make of camera, same issue, slightly different style. (FYI - I haven't tried it, but one of the ink tubes I ran into fit snuggle into the BOTTOM section of the pinch tube, however, it was too tight to fit on the brass bushing on the shaft. Using something on that order, one could "technically" either heat up a proper size paper clip and melt the hole slightly larger, or find the proper sized drill bit and bore out such a tube until it fit just loose enough to act as a new lower bushing, thus, also preventing the wobbling. It's just not worth it to pay what anyone wants to do this, you're better off crap-shooting cheap purchases of cameras on Ebay and crossing your fingers!?)
And something else. Don't bother trying to buy a different type of camera and thinking you're old recordings will play on it? Been there. And learned, every camera manufacturer, and indeed, even some of the same camera manufacturers - models - heads will not line up the same as your old one, and you're videos will look worse than they do if you have the above error. It's always best to use the original camera, or, in the least, the same model, or, find someone with one of those high dollar camera-players that has adjustable tracking like the old VCR's did? There used to be a video which I can no longer find, where a guy cut the plastic housing off his camera to gain access to the head) then he made little prying tools to push and pull the head around while playing until he had a perfect picture. (like making a manual tracking system) It worked!

Original plastic placer was too loose so pinch roller moved up and down. Now is tighter but I believe pinch roller doesnt roll as free. So maybe I have to get one tight enough but very narrow so it doesnt limit pinch roller movement. This is resulting to be imposible since I tried with what it seems the perfect piece, but it’s not working. Wondering if it could be another thing. The error is exactly the same as this video. Noise while FF and e06.

That is EXACTLY what my Jvc gr-d372u does. I am not joking but I literally thought that was my camera. I can't record video because of the 'unit in safeguard mode'.

It's an old (free) utility but works great! No need to install anything, just unzip latest version and place it on desktop and run. With firewire hooked up, it'll snatch onto any camera hooked to pc. I don't know why this program isn't more popular, well, I guess because it's only us people trying to recover old video's but anyway, it works great! Search for "windv" "mourek" in quotes, and you'll see lots of people's experiences and help pages - its more than legit, and been round' a long time, just not easy to find. . . It is however, very easy to use. Set your capture folder (second pull up menu box) and leave everything else the way he has it defaulted. It'll make AVI's of everything.

Look at the camcorder's display to identify if it is in Safeguard Mode. If its display indicates an error number of E01 to E06, your camcorder is in Safeguard Mode.
    2
Disconnect your camcorder from its power source and remove its battery by sliding the latch forward and sliding the battery down while pulling it away from the camera's body. Wait at least two minutes before continuing.
    3
Remove the camera's cassette by pressing the "Eject" button, waiting for the cassette door to open, and lifting it out of the tape bay. This step is only necessary if the camera indicates the E03 or E04 error code or it tells you to eject and reinsert the tape.
    4
Replace the camera's battery, power connection and cassette, and turn the camera on.

You never removed and reattached the battery... what was the point of this video? You explained nothing and this was a waste of time. You are supposed to remove the battery then reattach it. That will solve the problem.
