As a addition, and probably not for everyone because of the cost, if you make use of the armory system, you can cut down on skill points that you need. You get one free armorer station and 2 free slots(each armory slot letting you have different skills attributes, and champion points unlocked, so it helps mitigate the need for skill point excess), but to really make use of it, you may want to get the armorer companion servant to change your builds without having to return to your home to do so. Also, if you're a subscriber (and if you're a crafter, you're likely a subscriber for the unlimited matts inventory), then it helps to save up those free monthly crowns to buy additional armory slots, for additional builds. Then you can create one build of your character that just uses all its skill points for crafting skill lines, another build for your pve, and another for your pve. I've got 2 healer and dps builds(1 each for pve and pvp), a crafter build, and a werewolf and vampire build to give out bites, all on the same character, since I usually don't see anything else in the crown store I actually want (and crown crates are an addiction to gambling with very little top in reward chance, so I avoid them like they've got the plague), so it all just goes to Armory build slots. Most importantly, it's always a good idea to keep one armory build slot saved with a completely empty build, no skill points, attributes, champion points, or anything spent, so if you ever decide you want to try something different, you don't have to burn gold each time you want to reset your character for a fresh start, and for all that's sane, don't go burning real world money buying crown to purchase stat and skill resets, since you get two free armory slots anyway, and in game gold can still get the job done, if you haven't left an empty slot.
A QoL option I had found recently is in group finder, if you look for "specific dungeons", there's an option to mark all dungeons you haven't done the quest for yet. You don't get the xp bonus as you would queuing for random dungeons, but it's a nice option if you're looking to just get the skill points 🫡
I didn't know the High Isle public dungeons dropped skill points from the quests, thanks! Side note, the Crimson Coin event is likely too difficult for a baby toon solo unless you have some resistances & a good heal time
On PC the fastest I found was 10 skill points in 30 min. Install addon Beam me up. Join guilds and let the add on auto discover for while you do something else i real life. Way shrine discovery levels you already up as a starter. I got to level 10 in less than 2h of auto discovery. Now to the real trick. Jump to evey zone and look only for skyshards very close by a wayshrine. There are a few in most zones that you can pick up in a minute or two. No other activity gets you that many skill points so quickly in my experience.
