This is wron way to install on heat sink. If you use super glue between smd an heat sink , heat never be transferred because of super glue layer. You should use orginal heat sink with thermal paste.

According to your set it's 7watts not 21 watts
Its 21 watts according to the set . 3 LED in series consuming 12v , each LED taking 3v and producing 1w . And othe all 7 sets are working individually. So , total watts are 21.

cell's positive and negitive wires with charging module TP4056, its central IC become hot, I want to ask why?
Tp 4056 module is build for charging only one or two cells
If you chatge two cells then place a heatsink on the other side of the ic with feviquick
