The Gundam Devise Exia as seen in “Mobile Suit Gundam 00 Revealed Chronicle” joins the METAL BUILD “Mobile Suit Gundam 00“ series!
Includes new weapons by “Mobile Suit Gundam 00“ mechanical designer Kanetake Ebikawa, such as a GN Last Sword and GN Devise Backpack. The GN Devise Backpack can Mount accessories from other (separately sold) figures in the series, allowing you to create numerous configurations.

AFAIK GN Swords with green edges (same material as GN Condensers) are made during A-LAWS time, starting with the GN Katars. Perhaps, the GN Luster Sword having green edge is a retcon that it is a prototype of the GN Katars, which means it might have worse issues than the latter, which is already a problematic weapon (they're able to fully iron out the problems starting with the GN Sword III)

The "metal build" line are assembled and painted figures made with plastic and a metal frame, they're pretty damn awesome but kinda expensive.

Can this be done in America? Or do I have to purchase it from delivery? I never constructed a gundam model before. Is there tools that come with it or are the tools something I need to buy on my own? How much will all of this cost?

im pretty sure this is a complete figure since its part of the robot tamashii metal build lineup, no need to build/assemble/painting for this version of Gundam Exia.
