Put simply, he's a very 'positive' footballer. Looks to get forward at all times, technically extremely sound (and capable of innovating), has a real eye for a goal and perhaps most important... has an elite -level football IQ. I think we can qualify him as a 'generational'. p.s. Ped he was told by Man City to 'stay'... or be sold. Not go out on loan or be sold : )
Pep's system stifles creativity, forces players into a rigid structure where their skill is limited to a specific purpose they serve on the pitch. In Chelsea, this lad was given the opportunity to roam, to look for space on his own, to play football. As a result he looks much better than he ever did or ever would had he stayed at City. Only after KDB's departure would he have been given the chance to somewhat play his game, but even then, only within the system. Even though I'm a die hard Liverool fan, Chelsea has been growing on me recently. They're vibrant going forward, lots of pace, lots of diversity, they have high quality players in the midfield and depth to rotate them (very important in EPL). There are only two weaknesses I see, certain players chasing personal accolades instead of team result and... lack of composure in the back line. It's a good back line, good players, but they need someone with a bit more experience to settle them because right now they're capable of being all over the place. The only criticism I have against Palmer is that he becomes invisible against top opposition, has very little impact in those games. That will change, if not during the course of this season than definitely in the next one. Chelsea will be a genuine contender next year, they're already a contender this season but I feel that back line will cost them.

He looks exactly like the type of player people wouldn't believe could hang with the larger, fitter looking beasts at Man City, they doubted him even when seeing his prowess up close for years. Then they trade him away and he immediately makes them regret it. It is one of those classic sport stories everyone can get behind.
Hes hands down the best player in the premier league atm. He creates, he dribbles, he assists, he plays from the deep, he passes, he shoots, he freekicks, he penalties, he does everything almost messi-esque but original in his x factor. Its sublime watching him. Its a treat to the eyes. Amazing player.
@Equinox473 salah doesn't play deep. Neither does he control the game like Palmer does. Palmer is more complete than him in that sense. Otherwise salah is the better attacker so far.

That's an absurd statement. He came off the bench every game at the euros and still managed to get the assist to Ollie Watkins to win the semifinals against Holland and then he scored the equalizer against Spain in the final.
