They seem very fiddly and a lot of investment on the board with dubious payoff. However, I think they're thematically cool and in the right hands they can be competitive and at the end of the day isn't that what's important?
I think that's a good summary! Mechanically they're very thematic, the power level seems a lot of hassle for the probable output, but they'll be fine. A good team as it should be!

I really like the FNP on the mutant in combination with the healing upon evolving them further.
Not sure on your take regarding accursed benediction always being the best options. Most of the time it's gonna be, but situationally the others may be key (to protect the leader for instance). Particularly in the last turning point there may be a question mark how useful a mutation is compared to essentially an extra action.
I think it's even less book keeping than it seems on first read. The mutant/torment buffs are the same for ALL your models, you choose once and then it is applied. So not really a lot more than choosing chapter tactics for example.
I think its the case for both teams to be honest, but I'm worried about their ability to survive long enough to become a threat. Because it's my most recently played team, thinking in terms of Khorne Legionaries, I would just attempt to beeline for mutants and Dark Commune units as fast as I could with the melee specialists to deny their plan as much as possible. Between Hateful Assault and Perpetual Aggression, their low HP is going to see them dying left and right. Even with the FNP, the mutants will likely die in 2 hits to a specialist and 3 to a standard warrior with a chainsword. At least on paper, it feels like they're only going to really work out against shooting teams in into the dark. A melee matchup will almost always feel bad and a shooting team on an open board is going to be killing them left and right unless they play extremely defensively until they get the torments going, and in that risk never even getting control of the board.
Do I read it right, that the Icon guy has 6 dice, 2+ 2/3 flamer with torrent 3, that gets +1 dmg in 4 inches, so while he is buff character, he is basically gunner outputting about 10 dmg, ignoring save, in 3 inch torrent if he gets into 4 inches of some group?
The way Andy talks about it it seems like he thinks you have to choose every time indeed. But it is just one buff for mutants and one buff for torments all game long.

For the moment I agree that the leader should mutate stuff for free, he gas a lot of options he wants to utilize but has no additional APL to do so.
Dont you just roll 2 accursed gifts and those apply to all mutants/torments on the board?
You don't roll, you can choose. But yes the 2 buffs are for the whole team, not different on every operative.
