find your Quake folder, where you have your quake port executable and id1 directory. Move the tf 2.8 folder there and name it FORTRESS. launch Quake, and then in the console type: game FORTRESS
The only time I EVER cheated in a video game was using the glowing sniper dot mod, because EVERYONE ELSE was doing it!! HOW CAN YOU SEE ME IN THE SHADOWS?!?! Oh. Okay then. (installs mod) game on!

There is no way Valve made Team Fortress look like that. It's just a Quake mod.
This mod is the origin of Team Fortress. The mod devs were hired by Valve after this, creating TFC then TF2
