Could have been honorary Thai airborne badge awarded to him during our army’s Trng w/ international army, not uncommon to see across SAF (eg. ex-COA MG Goh Si Hou was awarded honourary master Indonesia airborne and some high ranking non-pilot officers in RSAF were awarded honorary Indonesian Air Force pilot badges as part of exchange).

Usually officers will finish their div comm tour as BG but possible to handover div comm appt as COL, COL Leung Shing Tai (ex-cmdr 6 DIV) and COL Andrew Lim (ex-cmdr 9 DIV and current cmdr TRADOC) handed over their div comm appt as COL.
The SAF is not nearly big enough for that many generals (we only have 1 3-star general/admiral and 4 2-star generals/admirals whereas the US military has 100s of them) whereas the US army is big enough for that where all divisions are commanded by 1- or 2-stars. In the Singapore army, division commanders will typically be promoted to BGs but will usually take over the role while holding the rank of COL. The COL in the vid just hasn’t been promoted yet and may even finish his tour w/o a promotion depending on the SAF’s manpower needs.
Singapore officer ranks are typically one rank down from US/NATO equivalent. Ie. OC (company commanders) in Singapore are Captains instead of Majors… Division Commanders are one star instead of the usual two.
Rank to a limited extend, determines the amount of men a commander manage. Also Singaporean army division has both regulars, NSFs, NSmen and reservists. So technically our division is never at full strength unless fully mobilized.
