I thought in the Warpath source book and established lore, that the procedure to create the current version of Enforcers was actually very safe and the psych profile determined elegibiluty, but what keeps thier numbers down is that the Forge Fathers will only make so much of the armor and weapons at any time, and while they powerful the council of 7 didnt want a force so powerful they couldnt work around or bypass. Essentially if not for the choke point of equipment production and the treacherous nature of the members of the council (remember that some one up there is funding Mazon Labs), and they actually lowered the mental conditioning because the orignal batch actually assassinated one of the council for being a threat to the GCPS (who was guilty as sin, but the council realized they made the original enforcers loyal to the GCPS not the council).
I didnt want to go to indepth into the lore. I wanted this to be a general introduction someone new to the universe could look into the faction and see what they are all about. If there is interest, I might do more indepth videos.
Since there aren't many voice lines, quotes etc in universe, I'm gonna float a few for Enforcers a la Dawn of War style: Liquidation is our business. The Council must acquire. Acquisition recommended. Ichiban's finest quality. This my Genling 45. There aren't many like it. We OWN you. We don't speculate. We guarantee. I am a laser service provider. Permanent customer service. Hostile takeover. We're leaps and bounds over the competition. We're projecting...gains. Killing is our business, and business is good. There's no competition here...not any more. Greater Co-Prosperity...is possible. We make your business, our business. Sticking our noses in anyone's business. Invest in not ticking us off. Our ledger is...in the red. I can think of 40,000 reasons why your financial future is grim.

Love your Deadzone/Warpath readings. Best wargame out there. One thing: I think Project Ichiban is supposed to be japanese and not greek, so ch like in chin not like Chimera. Ichiban is "1st" in Japanese.
