I think Ball Lightning cooldown might start when Ball Lightning starts, actually. I timed a few of the Ball Lightnings in this video (such as at 23:54 and 26:55) and you got the status back way too quickly after exiting ball form, compared to the cooldown listed on the blessing screen. I wonder how much uptime you can get with high duration and cooldown reduction. Also 21:24 might be the Frost Nova of all time.
22:20 - the most important level for the cooldawn reduction is the last one. on 4th lvl you have 56% (or some thing like this) and last one upgrade up it till 70%. It looks same for all levels, but no. For example you have 100 sec cd on some skill. with 56% reduction it will be 44 sec, and with 70% it will be 30 sec. But between 44 sec and 30 sec there is 30% difference. so last one upgrade will give you 30% in fact instead of 14%
I don't think that's correct. Cooldown reduction should actually be called cooldown recovery, it increases the rate at which cooldown counts down, instead of reducing the cooldown, which means 100% cooldown recovery means a 100 sec timer becomes a 50 sec timer. Otherwise 100% cooldown reduction would mean 0 cooldown and you can see he ends the run at 136%. It's the smarter way to do this from a balance perspective.
