I think Wrathion's main problems are the arrogance that comes from being a dragon (which is higher than usual in the Black Dragons) and the fact that he is exceedingly young (especially for a dragon). He was literally a whelpling (a baby dragon) for most of the time we've actually interacted with him.
If I remember correctly, he's not even 10 years old in in-Warcraft universe time. He managed to accelerate his physical growth (and his power) through various means over the years (particularly during Mists of Pandaria when he ate the heart of Lei Shen, the Thunder King and absorbing the Titan power Lei Shen himself had stolen and whatever he was doing while he was MIA for all of Legion). Unfortunately, growing faster physically doesn't grant the ego tempering that actually growing up grants.
And unlike his older "brothers" Sebelian and Ebyssian, he didn't spend any significant time around others (either dragons or non-servant humanoids) to learn proper humility, wisdom and responsibility.
Now that he's actually interacting with the other dragon flights, and presumably actually learned from his previous mistakes, he's slowly becoming less of a complete and total idiot. He's still exceedingly arrogant, but has managed to take some of the edge off. Hopefully, he'll stop being so short sighted with his plans in the future (and whatever he has simmering currently in Dragonflight).

Explanation about Garrosh's crime of "forced pregnancy"
Back in Warcraft 2, there is an orc clan called the Dragonmaw Clan. And they used dragons in the war. The lore of the Dragonflights wasn't established yet during that time so Blizzard eventually had to clean up this weird part of orcish history when the lore of Azeroth's dragons started taking shape. As such, some retcons happened and it was later explained that the Dragonmaw Clan was able to capture and enslave Alexstrasza and forced her to lay eggs in order to supply the Horde with dragons for the war.
During Warcraft 3, a new Horde was established by Thrall. The Dragonmaw Clan isn't part of that new Horde. Thrall's Horde will eventually become the Horde that we know in WoW.
Then, during Mists of Pandaria, when the Horde was split into two (Garrosh's True Horde vs Vol'jin's Darkspear Rebellion), Garrosh took in the Dragonmaw Clan into his forces, effectively also inheriting their past war crimes in the process. Thus, the crime of forced pregnancy.
In the War Crimes novel, they tried their best to give Garrosh a fair trial so Garrosh had the privilege of being represented by someone whose job is to defend him. Basically Baine Bloodhoof acted as his lawyer of sorts. Baine had a hard time to do this job because Garrosh killed his father in a botched mak'gora back in Cataclysm. Even so, Baine did his best in the name of justice. I'm not so sure but I think one of the things Baine did to defend Garrosh was to argue that Garrosh shouldn't be responsible for the past crimes of the Dragonmaw Clan.

You're right. Tyranda was pulling a technicality by referring to how Garroshes trial was also taking responsibility for his associates crimes.
Baine managed to turn it on her head by asking the victim questions that showed she would forgive them for essential rape and baby killing.

What they don't really tell you is that Wrathion is a toddler during Pandaria, a child in Legion, preteen in BFA, and is only a teenager in Dragonflight. Like any child he had no one to teach and guide him (I know, he opposed all dragons really, especially his own flight), so he made emotional decisions that were quite stupid. We've all done that. But he is showing growth in his empathy for others in Dragonflight. So stupid? No. Otherwise all toddlers and children are stupid if we go about thinking of it that way. Now feeling more accepted by others, he's learning, he's finally got some guidance, though his teen hormones have him impatient and thinking the power his father had will give him the power and respect he is entitled to. But I think he will learn that is not the case. He's still young. Still has time to get wiser.

You pretty much just described every WoW player trying to understand Blizzards horrible story telling at all anymore.
