The best way is to prefelt it without water to give a round dread shape through your hands!! And only after that wet it with the soapy water!!

Hallo. Yes, any wool that has been wet felted is washable. That's one of the big advantages of this technique. Wash it as you would wash a wool sweater: with cold or lukewarm water and a mild soap.
