Not exactly. As these 2 systems are mounted on 2 different rotors, this is to match the airflow entering the engine during transient periods to prevent stall. The engine is designed for full power so in this configuration the VBV doors are closed and the Variable Stator Vanes (VSV) are open to allow for maximum air flow to come into the engine. Then during deceleration for example the HP rotor deceleration is quicker than the big and heavy fan. So the fan and booster provide too much air into the HP compressor. This is why the VBV doors open to reduce the airflow entering the HP compressor.
Why is the angle of the stator vanes between the last compressor stages variable? This is truly interesting I never knew this - until now! And what does this flap do, is this the bleed air from the 9th compressor stage for the PACK units?
