I just happened to come across this video of Abhijit Iyer-Mitra of last year. The issues raised by him need to addressed and corrected by someone in the know to bring out the true facts. While the issues are many, I will address only the essential ones to keep these comments as concise as possible. Abhijit has not only got most of his facts wrong but also misunderstood some basic science. For example, he talks of the French LCDs on the Su-30s burning out because of wrong power inputs on Russian aircraft. To explain this issue in simple terms, the electricity at our homes is supplied at 220 Volts. At this voltage, a 10 watt bulb doesn't burn out any faster as compared to a 30 or 60 watt bulb as long as all the bulbs are built for 220V and the supply is within acceptable limits. In an aircraft, the power output, AC or DC, is stabilized within far more stringent limits compatible with the power requirements of all the systems integrated on the aircraft. Therefore, Abhijit's example of 110 Volts versus 220 Volts is highly misleading. As another example, he uses the term "thermocline", without truly understanding what a thermocline is, to state why the Su-30 range reduces from 3500 Km in Russia to just 500 Km in India. Please just look up the dictionary and you'll know what I'm saying. A temperature difference would certainly affect the performance and the range of the aircraft but not by such an exaggerated amount. Unfortunately also, Abhijit quotes the Bofors scandal as the basis for the IAF having "missed out two cycles of modernization/upgradation" without having taken into account the DARIN upgrade on the Jaguar of the late 1980s and the MiG-21 Bis Upgrade, or Bison as it's called, of the mid-1990s, perhaps because he was just a young boy then and didn't know. Mid-life upgrades are a regular feature in most air forces even without shortage of aircraft due to technological advancements and the requirements of the future battle. And it is pilots and engineers of the Air Force which examine and finally decide on the requirements to fight the battle. I was in charge of the MiG-21 Bis Upgrade Program till contract signing in 1996 so I can speak with some authority on how we went about designing a system architecture to integrate different systems working on GOST, ARINC 429 and MIL 1553 buses. Even in this economical upgrade, costing us barely $ 4 million per aircraft including all the initial weapons and spares for 6 bases, 6 squadrons and 12 detachments, we successfully integrated the Israeli EW pod with the Russian radar and Indian RWR called Tarang. The performance of the Bison in the engagement of February 27, 2019 speaks for itself. Therefore, to say that we couldn't do it in the Su-30 almost a decade later would be difficult to ascribe to a mere factual error. Even the later MiG-29 upgrade successfully integrates such systems as per our requirements. Such integration is certainly not rocket science. Abhijit also forgets the other minor upgrades the IAF has been able to do on its own from time to time like the Magic missile on the Jaguar, the R-73 missile on the Mirage and the Litening pod even without access to the source codes. The integration of the BrahMos and Astra missiles on the Su-30 also need to be kept in mind in this regard. In the Rafale, this being a direct purchase of just 36 aircraft, I am not certain we would get the source codes to do future upgrades on our own. It is also factually incorrect that the Su-30 was realized to be a failure by about 2007 and that is why India decided to cover up this failure and buy Rafales. In 2001, we had signed up for licence manufacture of 140 Su-30MKIs by HAL and the original contract of 1996 envisaged upgrade of the initial lot of 50 Su-30Ks to these MKI standards. That brings the total to 190 Su-30s. Thereafter, we have added to this program and acquired more Su-30s to bring the total to 272 and now, with the recent 12, to 284 with progressive upgrades based on technological advances. If the program or the aircraft was a failure, this could not have been done. I would leave the other assertions made by Abhijit on the Su-30 to be countered by the Su-30 Project Team, should they feel the need to do so. Further, I have been fortunate to have driven all kinds of fancy cars that Abhijit mentions to emphasize quality of a product. Let me tell you from personal experience that the quality of a Mercedes today would disappoint you, as compared to some of the other cheaper cars. I personally drove one of the cheaper ones on rent for almost 12,000 miles in about 45 days in a coast to coast road trip in the US a few years ago and can tell you, like someone said in the comments, only the Mercedes price is higher. Higher price is not necessarily a guarantee of better reliability. Considering this reliability factor, which impinges on maintenance including costs, spares management and availability, in our DPP, today, we insist on an MTBF-linked warranty based on the MiG-21 Bis Upgrade contract which came as a surprise to even US vendors. Research how we did it and you'll know the level of education and capabilities of the IAF. Abhijit also obviously does not know or remember all the facts behind the Rafale purchase. The initial requirement of 126 MRCAs (Multi-Role Combat Aircraft) was not for a Light Weight Fighter, as he calls it or even a twin-engined aircraft. I was Director ASR in 2000-01 and the ASRs, or QRs if you prefer, were being formulated at that time. For want of space, I would not comment on how the Rafale was chosen and then the deal stalled. For those who are interested, some more details on this imbroglio and other procurement issues are available in my article "Stemming the Slide" published in VAYU Issue V/2019, page 44 and also accessible at www.vayuaerospace.in/article.html?n=army-should-be-kept-out-of-politics&d=267. Abhijit also forgets his own deductions in "India and the Rafale: Anatomy of Bad Deal" published in 2012 and available at www.files.ethz.ch/isn/141926/SR126-NSP-IndiaandtheRafale.pdf. So, which Abhijit are we to believe, the one of 2012 or the new avatar of 2019-20? Also, as has been pointed out in some comments, it is unbelievable that if the L-1 refuses to comply with the conditions given in the RFP or reneges on some conditions/commercial terms during the contractual negotiations, it is not possible to invite the L-2. The DPP clearly provides for breaking up the purchase between L-1, L-2 an even L-3, if required. Commonsensical interpretation would mean that if the L-1 refuses to supply at all or refuses to enter into a contract, we could always invite the L-2, with a simple approval of competent authority. In this case, the reasons for the stalled deal are evident from my above- referred article and Abhijit's observation that the final price quoted by Dassault, even as L-1 was way beyond our budget or expectation, apart from the many disagreements in the negotiations, as highlighted by the CAG report on this deal in 2019. About Dassault's earlier honesty and lies this time that Abhijit alludes to, I'd leave it to the intelligence of the reader based on the cost of the Mirage upgrade at over $ 60 million a piece that India paid and Abhijit's previous article referred above. I also do not know Abhijit's source which led him to believe that PM Modi had no option but to go back to the Rafale in 2015. If PM Modi wanted, he could have done an intergovernmental deal with any of the vendors, just like the 21 MiG-29s and 12 Su-30s that are now being procured in a hurry. In my opinion, considering the depleting strength of the IAF and the fact that the Rafale had already been chosen earlier, PM Modi decided to buy a smaller quantity within available funds instead of going through a long procurement process by inviting fresh bids or issue of a fresh RFP. In addition, there may have been some political/diplomatic considerations but certainly nuclear delivery on Beijing or Shanghai was not one of these considerations. I wouldn't even go into the complexities of air delivery of nuclear weapons at that range in this forum. Suffice it to say that by 2020, when Rafale arrived in India, we have, and expected, ample other options in the nuclear triad in our inventory. Further, Abhijit's arguments on price protection are fallacious. For contracts in foreign currency, it has been a fixed and firm price for over 25 years now. Escalation for additional and optional supplies is as per a formula based on the actual inflation in the supplier country. Price protection only for domestic vendors is provided for based on the exchange rate variation. I would end by saying that Abhijit has been more than unkind in labeling the pilots and engineers of the IAF as of third world unable to employ what he calls "1st world technology". Going through the history of the IAF and its performance in various conflicts, as well as exercises, with quick assimilation of technology, innovative use and adaptation despite constraints of resources, one would come to the only logical conclusion that, against all odds, the IAF has generally done itself proud. Of Course, there is always a need for improvement in many areas, as in every other organization including air forces the world over, but this is a continuous and unending process based on informed and considered analysis. Abhijit is perhaps not aware of the internal mechanisms in the IAF at work in various such areas. I also wish he had done more research before making such unfounded insinuations against the IAF. If this talk had been given to an informed audience, he may have been severely castigated. Is that the reason for blanking out the Q & A section of this video?
I do not think Abhishek Iyer would be able to counter the clarifications given by Harish Masand. Those are very specific whereas Abhishek seems to be playing to the gallery by oversimplification. The next day, PIL's were filed based on false information to mislead the country. If you remember, Yashwant Sinha, Arun Shourie, and Prashant Bhushan had filed a PIL. They all were a part of the misinformation campaign. AAP's Sanjay Singh too was a part of the misinformation campaign against the Modi Govt. N Ram, a former business partner of P Chidambram, used selective information to create doubts in people's mind. P Chidambram wrote misleading articles in Indian Express. All was done to stop BJP forming majority. Every one wanted to remove one man. The unfortunate part was, such individuals have got away with 'fooling people'.

True. It's laughable. Every petty government contract has termination and default clause let alone big contracts. The way the government lost documents, went after CBI director and presented itself in court also raises serious concerns. Then there is this inexperienced company trying to Make in India jets. How come everybody is so incompetent and sloppy and yet this inexperienced company will churn out gold standard products. There is a method to this madness. This is not to go at anyone, but it shows super sloppiness and incompetence across the board; governments and courts included. It does not bode well for our country where the welfare of depraved citizens is sacrificed at the alter of incompetence. We deserve better.
He is not taking about the machine he is taking about the avionics and electronic warfare systems. A fabulous plane like f-22 is garbage without electronics, I will share a small story from mylife. In naval aviation particularly hepters I was related to a company who used to supply a certain liquid as an antifreeze to be used in the computer compartment. In their specifications the Russian put their own standards for the liquid but in their communications they didn't clarified what this standard was. To understand that a meeting was required which was not easy so until the standard was cleared the Hepters couldn't fly. Can you imagine that? That was the level of communication. It took us franatic 7 days to understand what they were referring and it was so stupid but I can't go into specifics but it was like NIST (Google pls). Having said so India prefers to use Israeli weapons on Russian aircraft which is a very big challenge. Why? Because without approval of the OEM you can't even change a washer of a bolt can you believe it? So he is not that wrong having said so. I am pretty confident the Airforce also have experts and they must have thought of something.
@Himanshu chandra I too feel the same. In many of his discussions, he alleged that Russian technology is garbage and we should buy American technology. In one of his interview, i have heard him saying S400 is also garbage. It will not work in case of crisis. He is a knowledgeable person but many a time i have witnessed he has a clear bias towards western technologies. I think IAF is experienced enough to take a right call for itself. What we need is a transparent and fast track system to fill up the procurement gaps and aircraft losses we have suffered in last 20 years. Apart from this, we also need to give emphasis on indigenous production such as Tejas and AMCA to match the 42 sq.number we require to cater to the demand of IAF. It would reduce our dependency on western or Russian manufacturers and would enable us to maintain our superiority over our adversaries. 2 front war is a very possible scenario, and keeping in mind the continuous support that China gives to Pakistan, we have to fasten up all these steps.

The point is that in Dassault contract, they accept to help India developing their industry. No mirage 2000, no help. So India air industry lost 10years maybe more. French ingineers are helping India again since rafale contract signed. Your future plane will no be a big failure (because that's possible in this industry. France made fail by the past. USA did big fail with a lot of money)

What abhijit pointed out about defense procurement policy is very true.. Its a policy not a law.. What he talked about su 30mki is not true.. It was true for su30 mk but its not true for mki, as we have our own avionics and processors on it.. We do have nuclear capability for su 30mki now.. (it still is work in progress as we have to develop the ecosystems for the development and deployment, but it is operational to a fairly comfortable level ).. Rafale is a one stop equipment, it requires no development and can be deployed immediately for training and flight hours.. What abhijit said about the drdo is not absolutely correct, drdo is laggy and boggy but it's not worth less, it was in the mid 90's when we were conducting permanent base operations on siachen and drdo was fairly clueless as abhijit pointed out, but that drastically evolved from 2000 onwards where we are actually ahead of all 5 permanent members of security Council as far as directed energy weapons are concerned and the research behind it, even Americans particle weapons are not miniaturized to the extent of deployment requirements, but drdo has managed to do it.. All in all, this mess has a lot than what meets the eye.. Nda government should reign in the civil service that's more concerned with protecting their noses than to do the job..

I don't agree entirely but he makes some valid points. One point I would make is that it is possible to use equipment to train a force and evolve the way they operate. Of course there are other necesary factors as well such as education and realistic analysis. For the IAF the Rafale remains the best choice in my opinion, and many more should be acquired despite the cost. Alternatives would be in the same price range for those with close capabilities or only much cheaper if they have much less capabilities. If sufficient total required force numbers cannot be maintained within budget limits, then some used Mirage 2000 could also be acquired at bargain prices. In regards to the human aspect, better training is crucial and there is a choice at hand that will determine the direction of that training. Sitara has been chosen to replace Kiran for training aircraft despite the fact that Sitara has undesireable handling characteristics. HAL was involved in the design of another trainer, the Advanced Hawk, as part of a 50/50 joint venture with BAE. Advanced Hawk is vastly more capable than Sitara and could take the place of Hawk 132 at the late stages of training. Hawk 132 could then be shifted down to replace Kiran at the early stages instead of Sitara. But there has been resistance to Advanced Hawk on the basis that it is only half Indian in design, being based on the Hawk. Either aircraft would be built in India on the same production lines, who designed it and how much is not important. But I suspect that Sitara will get built and Advanced Hawk won't get built because decisions are not based on holistic view of force capabilities but instead on swapping in platforms under very restrictive conditions with design source being more important than technical merit. That itself is a symptom of the human capital problem.

This man has outdated info and has not bothered to be updated, he should really cover his bases before pontificating. He has missed out on the following for instance: RWR issues - these were due to masking and flame damage. Masking as in when the canards moved, they obscured incoming radar signals and when the afterburners were used they destroyed the delicate antennae. This was fixed by moving the 2/4 channel RWR to a 6 channel/antenna one. This project was implemented a while back. The antennae were relocated - two to the wing, two to the rudders, two in the sting, which also received new radomes to handle the afterburner heat. Interestingly, an even better system, a digital DR118 is now in development and headed for flight trials. This will offer much better capability than the current R118 and allow the designers to optimize for specific signals/block undesirable ones etc to a much higher degree. Display Blanking - this was an issue which barely affected a few of the aircraft, resolved by new software upgrades released by the Russians and implemented. SPJ-RWR issue. This is a more complex one. Basically, SPJs/Radars have to ensure they dont block out each other, and also have to pick up cues from the RWR. We shifted to a Russian system to ensure Radar, SPJ compatability but RWR - SPJ compatibility is not optimal. All this means is that the SPJ can be operated on auto mode wherein its own ESM decides what modes it deploys. Solution - an Indian HBJ is in development, should be headed for trials anytime soon if it isn't already flying. The positive side is that the D-29 project on the MiG-29 is headed for success. This basically means we are crossing the hump when it comes to fighter EW, and this system would basically be a podded variant. All of this is from someone who far more knowledgable than me, so credit goes to him.

When the new Rafale deal was being renegotiated by the Modi government between 2015-2016, they already knew that the earlier 126 aircraft deal was being scrapped and 36 was just a stop gap measure. LCA Tejas with HAL was having it's own problems and lacked important combat capabilities. Why did the government not float a new RFP for the balance requirement in 2016 itself? Why did they wait till 2018 when they were very aware of how long it takes a defence deal to materialize in India?

3 years is not a process for any procurement as technology is galloping more so with challenges across the borders. Maximum procurement process should never exceed more than 3 months in any case. Manufacturing of sophisticated equipment cannot be over night.

I just happened to come across this video of Abhijit Iyer-Mitra of last year. The issues raised by him need to addressed and corrected by someone in the know to bring out the true facts. While the issues are many, I will address only the essential ones to keep these comments as concise as possible. Abhijit has not only got most of his facts wrong but also misunderstood some basic science. For example, he talks of the French LCDs on the Su-30s burning out because of wrong power inputs on Russian aircraft. To explain this issue in simple terms, the electricity at our homes is supplied at 220 Volts. At this voltage, a 10 watt bulb doesn't burn out any faster as compared to a 30 or 60 watt bulb as long as all the bulbs are built for 220V and the supply is within acceptable limits. In an aircraft, the power output, AC or DC, is stabilized within far more stringent limits compatible with the power requirements of all the systems integrated on the aircraft. Therefore, Abhijit's example of 110 Volts versus 220 Volts is highly misleading. As another example, he uses the term "thermocline", without truly understanding what a thermocline is, to state why the Su-30 range reduces from 3500 Km in Russia to just 500 Km in India. Please just look up the dictionary and you'll know what I'm saying. A temperature difference would certainly affect the performance and the range of the aircraft but not by such an exaggerated amount. Unfortunately also, Abhijit quotes the Bofors scandal as the basis for the IAF having "missed out two cycles of modernization/upgradation" without having taken into account the DARIN upgrade on the Jaguar of the late 1980s and the MiG-21 Bis Upgrade, or Bison as it's called, of the mid-1990s, perhaps because he was just a young boy then and didn't know. Mid-life upgrades are a regular feature in most air forces even without shortage of aircraft due to technological advancements and the requirements of the future battle. And it is pilots and engineers of the Air Force which examine and finally decide on the requirements to fight the battle. I was in charge of the MiG-21 Bis Upgrade Program till contract signing in 1996 so I can speak with some authority on how we went about designing a system architecture to integrate different systems working on GOST, ARINC 429 and MIL 1553 buses. Even in this economical upgrade, costing us barely $ 4 million per aircraft including all the initial weapons and spares for 6 bases, 6 squadrons and 12 detachments, we successfully integrated the Israeli EW pod with the Russian radar and Indian RWR called Tarang. The performance of the Bison in the engagement of February 27, 2019 speaks for itself. Therefore, to say that we couldn't do it in the Su-30 almost a decade later would be difficult to ascribe to a mere factual error. Even the later MiG-29 upgrade successfully integrates such systems as per our requirements. Such integration is certainly not rocket science. Abhijit also forgets the other minor upgrades the IAF has been able to do on its own from time to time like the Magic missile on the Jaguar, the R-73 missile on the Mirage and the Litening pod even without access to the source codes. The integration of the BrahMos and Astra missiles on the Su-30 also need to be kept in mind in this regard. In the Rafale, this being a direct purchase of just 36 aircraft, I am not certain we would get the source codes to do future upgrades on our own. It is also factually incorrect that the Su-30 was realized to be a failure by about 2007 and that is why India decided to cover up this failure and buy Rafales. In 2001, we had signed up for licence manufacture of 140 Su-30MKIs by HAL and the original contract of 1996 envisaged upgrade of the initial lot of 50 Su-30Ks to these MKI standards. That brings the total to 190 Su-30s. Thereafter, we have added to this program and acquired more Su-30s to bring the total to 272 and now, with the recent 12, to 284 with progressive upgrades based on technological advances. If the program or the aircraft was a failure, this could not have been done. I would leave the other assertions made by Abhijit on the Su-30 to be countered by the Su-30 Project Team, should they feel the need to do so. Further, I have been fortunate to have driven all kinds of fancy cars that Abhijit mentions to emphasize quality of a product. Let me tell you from personal experience that the quality of a Mercedes today would disappoint you, as compared to some of the other cheaper cars. I personally drove one of the cheaper ones on rent for almost 12,000 miles in about 45 days in a coast to coast road trip in the US a few years ago and can tell you, like someone said in the comments, only the Mercedes price is higher. Higher price is not necessarily a guarantee of better reliability. Considering this reliability factor, which impinges on maintenance including costs, spares management and availability, in our DPP, today, we insist on an MTBF-linked warranty based on the MiG-21 Bis Upgrade contract which came as a surprise to even US vendors. Research how we did it and you'll know the level of education and capabilities of the IAF. Abhijit also obviously does not know or remember all the facts behind the Rafale purchase. The initial requirement of 126 MRCAs (Multi-Role Combat Aircraft) was not for a Light Weight Fighter, as he calls it or even a twin-engined aircraft. I was Director ASR in 2000-01 and the ASRs, or QRs if you prefer, were being formulated at that time. For want of space, I would not comment on how the Rafale was chosen and then the deal stalled. For those who are interested, some more details on this imbroglio and other procurement issues are available in my article "Stemming the Slide" published in VAYU Issue V/2019, page 44 and also accessible at www.vayuaerospace.in/article.html?n=army-should-be-kept-out-of-politics&d=267. Abhijit also forgets his own deductions in "India and the Rafale: Anatomy of Bad Deal" published in 2012 and available at www.files.ethz.ch/isn/141926/SR126-NSP-IndiaandtheRafale.pdf. So, which Abhijit are we to believe, the one of 2012 or the new avatar of 2019-20? Also, as has been pointed out in some comments, it is unbelievable that if the L-1 refuses to comply with the conditions given in the RFP or reneges on some conditions/commercial terms during the contractual negotiations, it is not possible to invite the L-2. The DPP clearly provides for breaking up the purchase between L-1, L-2 an even L-3, if required. Commonsensical interpretation would mean that if the L-1 refuses to supply at all or refuses to enter into a contract, we could always invite the L-2, with a simple approval of competent authority. In this case, the reasons for the stalled deal are evident from my above- referred article and Abhijit's observation that the final price quoted by Dassault, even as L-1 was way beyond our budget or expectation, apart from the many disagreements in the negotiations, as highlighted by the CAG report on this deal in 2019. About Dassault's earlier honesty and lies this time that Abhijit alludes to, I'd leave it to the intelligence of the reader based on the cost of the Mirage upgrade at over $ 60 million a piece that India paid and Abhijit's previous article referred above. I also do not know Abhijit's source which led him to believe that PM Modi had no option but to go back to the Rafale in 2015. If PM Modi wanted, he could have done an intergovernmental deal with any of the vendors, just like the 21 MiG-29s and 12 Su-30s that are now being procured in a hurry. In my opinion, considering the depleting strength of the IAF and the fact that the Rafale had already been chosen earlier, PM Modi decided to buy a smaller quantity within available funds instead of going through a long procurement process by inviting fresh bids or issue of a fresh RFP. In addition, there may have been some political/diplomatic considerations but certainly nuclear delivery on Beijing or Shanghai was not one of these considerations. I wouldn't even go into the complexities of air delivery of nuclear weapons at that range in this forum. Suffice it to say that by 2020, when Rafale arrived in India, we have, and expected, ample other options in the nuclear triad in our inventory. Further, Abhijit's arguments on price protection are fallacious. For contracts in foreign currency, it has been a fixed and firm price for over 25 years now. Escalation for additional and optional supplies is as per a formula based on the actual inflation in the supplier country. Price protection only for domestic vendors is provided for based on the exchange rate variation. I would end by saying that Abhijit has been more than unkind in labeling the pilots and engineers of the IAF as of third world unable to employ what he calls "1st world technology". Going through the history of the IAF and its performance in various conflicts, as well as exercises, with quick assimilation of technology, innovative use and adaptation despite constraints of resources, one would come to the only logical conclusion that, against all odds, the IAF has generally done itself proud. Of Course, there is always a need for improvement in many areas, as in every other organization including air forces the world over, but this is a continuous and unending process based on informed and considered analysis. Abhijit is perhaps not aware of the internal mechanisms in the IAF at work in various such areas. I also wish he had done more research before making such unfounded insinuations against the IAF. If this talk had been given to an informed audience, he may have been severely castigated. Is that the reason for blanking out the Q & A section of this video?

P Chidambram, the quiet one, camouflaged his questioning at ED with the Rafale sensationalized fake news, published in The Hindu. The next day, PIL's were filed based on false information to mislead the country.
If you remember, Yashwant Sinha, Arun Shourie, and Prashant Bhushan had filed a PIL. They all were a part of the misinformation campaign. AAP's Sanjay Singh too was a part of the misinformation campaign against the Modi Govt.

The way the government lost documents, went after CBI director and presented itself in court also raises serious concerns. Then there is this inexperienced company trying to Make in India jets. He is not taking about the machine he is taking about the avionics and electronic warfare systems. A fabulous plane like f-22 is garbage without electronics, I will share a small story from mylife. In naval aviation particularly hepters I was related to a company who used to supply a certain liquid as an antifreeze to be used in the computer compartment. In their specifications the Russian put their own standards for the liquid but in their communications they didn't clarified what this standard was. To understand that a meeting was required which was not easy so until the standard was cleared the Hepters couldn't fly. Can you imagine that? That was the level of communication. It took us franatic 7 days to understand what they were referring and it was so stupid but I can't go into specifics but it was like NIST (Google pls). Having said so India prefers to use Israeli weapons on Russian aircraft which is a very big challenge. Why? Because without approval of the OEM you can't even change a washer of a bolt can you believe it? So he is not that wrong having said so. I am pretty confident the Airforce also have experts and they must have thought of something.

@Himanshu chandra I too feel the same. In many of his discussions, he alleged that Russian technology is garbage and we should buy American technology. In one of his interview, i have heard him saying S400 is also garbage. It will not work in case of crisis. He is a knowledgeable person but many a time i have witnessed he has a clear bias towards western technologies. I think IAF is experienced enough to take a right call for itself. What we need is a transparent and fast track system to fill up the procurement gaps and aircraft losses we have suffered in last 20 years. Apart from this, we also need to give emphasis on indigenous production such as Tejas and AMCA to match the 42 sq.number we require to cater to the demand of IAF. It would reduce our dependency on western or Russian manufacturers and would enable us to maintain our superiority over our adversaries. 2 front war is a very possible scenario, and keeping in mind the continuous support that China gives to Pakistan, we have to fasten up all these steps.

Mirage 2000 was not selected because india was developing lca Tejas aircraft at that point and it has similar characteristics as a Mirage 2000 so there was no point having two different types of aircraft for similar role
The point is that in Dassault contract, they accept to help India developing their industry. No mirage 2000, no help. So India air industry lost 10years maybe more.
French ingineers are helping India again since rafale contract signed. Your future plane will no be a big failure (because that's possible in this industry. France made fail by the past. USA did big fail with a lot of money)

Integration of Systems

For all the reasons from geo-political this integration will always be a challenge until unless you become one supplier dependent, in fact that is also not possible in real world. Unless you have one end in your control either the equipment / aircraft / weapons systems. You are dependent period.

We do have nuclear capability for su 30mki now.. (it still is work in progress as we have to develop the ecosystems for the development and deployment, but it is operational to a fairly comfortable level )..
Rafale is a one stop equipment, it requires no development and can be deployed immediately for training and flight hours..
What abhijit said about the drdo is not absolutely correct, drdo is laggy and boggy but it's not worth less, it was in the mid 90's when we were conducting permanent base operations on siachen and drdo was fairly clueless as abhijit pointed out, but that drastically evolved from 2000 onwards where we are actually ahead of all 5 permanent members of security Council as far as directed energy weapons are concerned and the research behind it, even Americans particle weapons are not miniaturized to the extent of deployment requirements, but drdo has managed to do it..

I don't agree entirely but he makes some valid points. One point I would make is that it is possible to use equipment to train a force and evolve the way they operate. Of course there are other necesary factors as well such as education and realistic analysis. For the IAF the Rafale remains the best choice in my opinion, and many more should be acquired despite the cost. Alternatives would be in the same price range for those with close capabilities or only much cheaper if they have much less capabilities. If sufficient total required force numbers cannot be maintained within budget limits, then some used Mirage 2000 could also be acquired at bargain prices.
In regards to the human aspect, better training is crucial and there is a choice at hand that will determine the direction of that training. Sitara has been chosen to replace Kiran for training aircraft despite the fact that Sitara has undesireable handling characteristics. HAL was involved in the design of another trainer, the Advanced Hawk, as part of a 50/50 joint venture with BAE. Advanced Hawk is vastly more capable than Sitara and could take the place of Hawk 132 at the late stages of training. Hawk 132 could then be shifted down to replace Kiran at the early stages instead of Sitara. But there has been resistance to Advanced Hawk on the basis that it is only half Indian in design, being based on the Hawk. Either aircraft would be built in India on the same production lines, who designed it and how much is not important. But I suspect that Sitara will get built and Advanced Hawk won't get built because decisions are not based on holistic view of force capabilities but instead on swapping in platforms under very restrictive conditions with design source being more important than technical merit. That itself is a symptom of the human capital problem.

This man has outdated info and has not bothered to be updated, he should really cover his bases before pontificating. He has missed out on the following for instance:
RWR issues - these were due to masking and flame damage. Masking as in when the canards moved, they obscured incoming radar signals and when the afterburners were used they destroyed the delicate antennae.
This was fixed by moving the 2/4 channel RWR to a 6 channel/antenna one. This project was implemented a while back. The antennae were relocated - two to the wing, two to the rudders, two in the sting, which also received new radomes to handle the afterburner heat.
Interestingly, an even better system, a digital DR118 is now in development and headed for flight trials. This will offer much better capability than the current R118 and allow the designers to optimize for specific signals/block undesirable ones etc to a much higher degree.
Display Blanking - this was an issue which barely affected a few of the aircraft, resolved by new software upgrades released by the Russians and implemented.
SPJ-RWR issue. This is a more complex one. Basically, SPJs/Radars have to ensure they dont block out each other, and also have to pick up cues from the RWR. We shifted to a Russian system to ensure Radar, SPJ compatability but RWR - SPJ compatibility is not optimal. All this means is that the SPJ can be operated on auto mode wherein its own ESM decides what modes it deploys.
Solution - an Indian HBJ is in development, should be headed for trials anytime soon if it isn't already flying. The positive side is that the D-29 project on the MiG-29 is headed for success. This basically means we are crossing the hump when it comes to fighter EW, and this system would basically be a podded variant.
All of this is from someone who far more knowledgable than me, so credit goes to him.

Time means planes, you need minimum 300, 10 planes per year during 30 years and then next generation.
Dassault take 10 years to form an engineer, 10 years of practice and 10 years from them to teach new once.

When the new Rafale deal was being renegotiated by the Modi government between 2015-2016, they already knew that the earlier 126 aircraft deal was being scrapped and 36 was just a stop gap measure. LCA Tejas with HAL was having it's own problems and lacked important combat capabilities. Why did the government not float a new RFP for the balance requirement in 2016 itself? Why did they wait till 2018 when they were very aware of how long it takes a defence deal to materialize in India?
