@Nixon E no it isn‘t. The way to get there is just much longer. In Germany you first need a hunting license, after which you can train to become a falconer. This requires a lot of learning and knowledge. You can't just go to a pet shop and say "i would like an eagle".
That eagle turned out to be a great looking bird and ready to fly, but won't forget who raised him to be the bird he is and return for food from time to time.

I can't imagine the feeling of raising an eagle from him hatching in an egg, to feeding him, taking care of him, keeping him safe, trying your best to give him every opportunity to learn, watching him mature, and then watching him proudly as he flies for the first time.
