The university will send your I-20 after you have submitted proof of funds to cover your tuition and living expenses at the university. I would expect delivery within 2 weeks.
In that case the coverage from the GRA will be written on the Form I-20, and you will only have to show proof of funds to cover whatever is remaining. So let's say you get $12,000 from GRA but the annual expense (Tuition + Living) is $30,000. In this case, you will need to show proof of the remaining $18,000 and not $30,000. Hope that makes sense

Well, it appears that your sponsor will be someone who is responsible for funding yur study abroad. In this case it could be both your Dad and the Presidential Scholarship provider.

They will be issued separate Form I-20's as dependents.

You can pay the fee after submitting the DS-16. Both are processed relatively quickly.

The affidavit is usually a good supporting document to have when your sponsor is not an immediate family member.
