They know exactly how their decision effects farmers, hence the cozying up to BlackRock, one of the worlds largest hedge funds. The plan is to steal the land from the farmers and sell it to BlackRock. This government are evil globalists.
Here's the way it works: The government decides to slap an inheritance-tax on farms because farmers are, they tell us, wildly wealthy, & must stump up what we used to call 'death duties' when a farmer dies & seeks to hand their holding down to the next generation of their family. Because the wealth is notional, farmers cannot afford to give the treasury hundreds of thousands of pounds without having to sell the land they farm. If they sell the land, they will have no livelihood, or income, & its unclear just who would be in a position to buy that land, - and also unclear whether the new owners would bother farming it. Its much more likely that those buyers would prefer to turn the fields over to, windmills, solar panels, or even housing. The bottom line is that the government are engaged in a huge land-grab, to the benefit of no-one.
