Here's one way to quickly add a border around a picture in picture (a scaled down clip that doesn't fill the frame). There are many ways but I feel this is the most versatile in terms of amending it further down your editing process.

Super helpful! I also checked the "ignore alpha" box, then copy pasted both the alpha adjust and paint bucket to the rest of my pictures (130 pictures btw) and it did a perfect border around them even though they are different sizes. Brilliant!
Well explained. Thanks!
Brilliant! Thank you so much. This helped me out, as I'm new to Premier Pro and am just starting to upload videos. I'm definitely subbing. Keep up the great work.
Thanks @Sky2 Cafe glad it helped, good luck with the videos and let me know any other Premiere Pro hurdles that you come across.
Thanks for the tip !
Thank you!

tnaks
Thankyou So much you saved my day...
thank you
thanks!
Thank you so much Sir.
No problem madam
This was helpful, thanks. It just frustrates me that there's not a simple, explicit way to add a border to an inset photo or video. I came to Premiere Pro from PowerDirector, and things like this are simple and intuitive to do in PowerDirector -- I don't know why Adobe needs to make things so difficult.
I share your frustration. I think the reason is the shear amount of different file types the software has to cater for. Adding strokes/borders like in this tutorial makes it more fluent when it comes to compression and rendering.
Great video! Pr released a new version recently with a lot of changes. So I don't see some of the effects as you described to add. I find Effects/Video Effects/Adjust/ and no Alpha Adjust in there. Would you know what it was changed to? Thanks, Gary
Thanks Gary, I haven’t updated to the most recent version yet so I’ll have a look when I do and get back to you.
i got a weird black edge around my image that was larger than the initial image ( weird) but clicking "ignore alpha" fixed it and left me with my colored border!
Thanks Otto, yeah depending on the stroke, it may leave excess from the mask crop so ignoring the alpha will get rid of that. Cheers
You just finished the tutorial...Super!
WOW
what if you don't like the rounded corners?
For some reason this is not working for me. Any tips?
In my Adobe Premiere 6.0 and then a little later on in my Adobe Pro 1.5 I had the ability to add and change the thickness of a colored border only on the edges of the, "video transition" not the entire clip! Now that I'm in Premiere 2022 how do I achieve this? The only option it gives me is the duration of the video transition! So in other words I just want to put a colored blue border, kind of thick on the edge of a push or slide! Can you tell me that?
It’s still there but the UI may of changed slightly, If you highlight the transition on the timeline then go to the effects controls (top left window) underneath the big A & B you get the variables for the border width and color. I usually use that feature if I’m adding a push transition, it gives it an old film reel feel.
I can't find the Variables under the big A & B on my Premier? Can you send a Screen Shot?

Guys, seriously.
Just add the effect "Bevel Edges." Change the Light Color to whatever you want (black works best, but other darkish colors are good too), and change the edge thickness to whatever thickness you want. Simple.
The bevel is based on a light source casting a shadow so you’ll struggle to get a flat colour, but cheers
This did not work for me. I found a different method where the guy created the border via a drop shadow. That method worked for me.
Glad you found the best way for you 👍
not showing the border on video clip.
Double check that you’ve added the effects to the clip you want the border on and not the background or any other layer. If it’s not that, experiment with pulling the mask crop in slightly.
Try manipulating stroke width to offset where you placed the border.
