It depends on your project value, project duration below 11 months registration is mandatory

Do we need to get govt approvals before signing the document? Since agreement has advance amount.. only after receiving proper approvals we can get home loans. So is it right to get first approvals than signing first?

Even in village side land registration is being done using stamp paper only, so it will be easily available. It's for the safety of customer as well as the contractor. If agreement is not proper it's a risk for both of them
Even verbal contract is legally valid but is weak under law. So more detailed your contract better for you.
