Could always build a small fort with in your walled city, with crossbows all around. That way if things go wrong with the outer wall you can save your people. Also should lag less than adding more massive outer walls.
You can create a long winding path with walls through the water, and line the crossbows up on those walls. Enemies move slower or swim through water, and can't fire projectiles. If you keep the path long enough to the gate, you can easily take out everything before they even start bashing. It's a never ending maze of walls and crossbows through the water to the gate, 0% chance of survival!
For your rescue squad, some of the squad should be medic first rescue second, and some rescue first medic second. This way instead of the squad potentially trying to mob wounded for rescue before attempting to patch, you'll have some that are going around patching people up while others will be taking people to beds. And by having them do both jobs, but in different orders, if there is no more needing patching, the patching focused will carry people to beds, or if no more need to be carried to beds, they'll focus on patching people up. If you have to have everyone doing the same jobs in the same order, then in this case, medic first rescue second will generally reduce casualties the most, so long as you have the medical supplies. As long as the vital areas are patched up, then they will survive KO'ed on the ground and eventually recover, while beds just speed up recovery, but might not save those placed into them.

This base is horrifying disgusting, yet beautiful.
