The Minky is inspector Clouseau's pronunciation of monkey in the pink panther and a great name for a unit of black market currency. I can't see why barter wouldn't work. A Land Value Tax would be a terrible idea. It would result in over exploitation of the land in both urban and rural environments to extract every last penny out of the parcel of land. If you want to accelerate harm to the environment then go for it. And landlords will just pass the LVT cost onto their tenant's rental fee.
