Acceptance of the minutes of the June 4, 2024, meeting.
Public Comment period - Any member of the public may make comments regarding issues pertaining to Lewiston City Government (3 minutes per speaker; maximum time for all comments is 15 minutes)
CONSENT AGENDA: All items with an asterisk (*) are considered to be routine and will be enacted by one motion. There will be no separate discussion of these items unless a Council member or a citizen so requests, in which event, the item will be removed from the Consent Agenda and considered in its normal sequence on the Agenda.
+*1. Orders, Authorizing Execution of Municipal Quitclaim Deed for Real Estate located at 164 Rideout Avenue and 17 Evergreen Road.
*2. Approval of the Election Warrant calling for a Special Municipal Election to be held on Tuesday, July 9, 2024, for the School Budget Validation Referendum and Recommendations from the City Clerk/Registrar of Voters on actions necessary to conduct said election.
+*2B. Continuation of Public Hearing regarding the Tax Increment Finance District proposal for the Continental Mill property.
REGULAR BUSINESS:
3. Public Hearing on a new application for a liquor license for El Rodeo Lewiston, LLC, 736 Sabattus Street.
4. Public Hearing on a renewal application for a Special Amusement Permit for Live Entertainment for Obscura, 108 Lisbon Street.
5. Update regarding the plans for the L/A Balloon Festival.
6. Public Hearing for approval of an Outdoor Entertainment Permit for The L/A Balloon Festival.
7. Order, Establishing the 2024 Festival Zone for the L/A Balloon Festival.
8. Public Hearing and First Passage regarding an amendment to the City Code of Ordinances, Chapter 54 “Parks & Recreation” to change the name of Randall Road Softball Complex, located at 381 Randall Road, to Ron Morin Memorial Fields.
9. Amendments to the Library Policies regarding video circulation fees.
10. Amendments to Policy Manual Number 6, the Rules Governing the City Council.
11. Selection of an executive search firm to assist with the hiring of a new City Administrator.
12. Reports and Updates.
13. Any other City Business Councilors or others may have relating to Lewiston City Government.
14. Executive Session to discuss Real Estate Negotiations of which the premature disclosure of the information would prejudice the competitive bargaining position of the City.
