2. TWRP Recovery or any other custom recovery should be installed on your phone.
3. Search for Custom Pixel ROM Android 13 based on your phone kernel (GSI & Non-GSI)

No, but you have to Find ROM based on your phone. I think s4 won’t support due to 32bit hardware
