In the car simulator game, BeamNG Drive, I show you how to manually change the weather from sunny with scattered clouds to a full-on rain storm, complete with flashes of lightning (sorry, no thunder) and fog.
This is for the default East Coast map, but the method and some of the numeric data will work in other maps as well.

I didn’t even get into snow! That’s a whole other thing. Not sure how to put snow and ice on the ground, but of course with a bit more exploration, I know it can be done.
Some people have even discovered how to remove friction of the tires over ice, to simulate ice patches where a car would spin its wheels, or slide. Point being, so much can be done. Have fun!
This is really cool. I wonder is there a way to add rain puddles that reflect objects like in real life?
I wish there was… like GTA, but I don’t think it’s possible. At least not yet. Give them time though, it’s amazing what the team has accomplished thus far- maybe in 3 to 5 more years?

Someone commented on the video, but their reply doesn't show up below, so I'll respond here. He said that he wished that the roads displayed puddles when you make it rain. That's a great idea, but I think that much detail is a ways off. I'd be happy with simply displaying wet pavement with some reflections.
Microsoft Flight Simulator 2020 is able to display reflections off wet pavement, when it rains, but that's a completely different animal altogether, and is very computer resource intensive; in order to achieve such features.

How get to that screen
That’s the new world editor screen. You would normally hit F11 to get there, but after version 0.23 came out, it doesn’t work. In fact, I tried last night, but had no luck. I hope they fix it soon.
Old world editor is still accessible by hitting some combination of either SHIFT or CNTRL (I can’t remember which) + F11, but it is very limited in what it can do now. They warn you that it’s unstable and could fail, but it does have all the categories I discussed in the video. It’s just that you’re taking your chances using it. Good luck.
I figured it out! You have to "Verify Integrity of Game Files" in Steam. Go here for instructions. It worked for me. Now I can get into the New World Editor. I hope this helps you.

Why is it so laggy?
Hi, and thanks for asking. I myself didn't notice much lag, but you are probably a more experienced gamer and more observant of these things than I am. Based on past experiences, I would possibly attribute it to the following items.
Depending upon whether it's the computer, the program (game), the screen recorder, the Vegas Editor, or TH-cam; here are my thoughts:
If the computer:
1. The quality of my computer is not quite up there with more stout gaming computers.
2. CPU/GPU Bottleneck.
3. Failure to update my Nvidia GPU drivers.
4. Failure to utilize GE Force within the Nvidia GPU system.
If the program (game):
5. I had too many sliders turned too far to the right for my demonstration, given my computer's weaknesses.
6. As I added more weather phenomenon in the game editor, it bogged down the system.
7. Maybe the New World Editor puts more of a hit on my computer's system, than the Old World Editor did. I believe the NWE may be more robust.
If the Screen Recorder:
8. Bandi-Cam is a good start and highly regarded by their own team, but maybe its quality compared to other screen recorders isn't quite on par.
9. I set the quality to 8 out of 10, and maybe that's too high, and the recording quality pays a price in terms of frame rate loss, stutters, and lag.
If the Vegas Editor:
10. Maybe I mis-set the video quality (e.g.-- 1080p), so my video was compromised during the rendering process.
If TH-cam:
11. Maybe the video got compressed and compromised during the uploading process, and never was rendered at the 1080p I had anticipated.
These of course are all just speculations. It could be just one of these possible 11, or any combination of a few of them. I don't know. If I saw where the lagging was especially bad, I might be able to remember and thus narrow down what might be the culprit. Unfortunately, that's all I can tell you for now. I hope that helped answer your question.
