Despot sees this as a never ending cycle of greed--that you will never be content with such lofty goals. He keeps the thesis general enough to apply to many things. "Ominous hands" could be higher ups at a job, tenured academics, legendary musicians, etc. Despot stays incredibly on point not only on topic, but also in rhymes through complex metaphor, multisyllabic rhymes. The instrumental is a bit of a personal thing. I think the plucked violin is evocative of old 50s TV shows. You know, the super duper formulaic ones. I think this implicit association is used to further drive home Despot's main observation about cyclic greed by overlaying his raps on the beat you might associate with a cyclic narrative of a TV show.
