Rwanda with good leadership and being small country will be more developed even more. Yes Rwanda will soon have the the highest GDP per capital per person. However, they will need to have good diplomatic and good integration with their bigger neighbours to sell their services and tech in order to continue to grow just like what Singapore did, otherwise their size and limited resources will limit them from growing further.

You do not understand Rwanda's 10, 20, 30 years plans. Don't make assumptions when you do not understand Rwanda's plans. Rwanda has a stable government, less corruption than most African nations. When the West wanted to dictate and said Kagame needed to buy food for his hungry people, Kagame invested in infrastructure, education, health care, and he assigned a cow and a piece of land for each widow. He then built low income homes and got boats to move people out of Swampy areas and into these homes. He move whole families out of the landslide areas and provided high-rise building apartments. Even though it was small, the apartments provided protection from the ravages of floods. He then invited home builders to Rwanda, and he offered them tax breaks to build affordable homes for his people. If one was to ask Rwandese if he would switch Rwanda for Ghana or Niger, it is safe to say the answer will be absolutely not.

In my opinion Rwanda's economy fortune would unfortunately be limited because its a landlocked country that's why they would benefit the most from an East African Federation. People keep comparing it to Singapore but forgot the development of Singapore was due to it favorable geographic location and it became a shipping hub for Goods from China. Rwanda's discipline and Congo's resources will compete with any country in Africa including Nigeria, SA or Egypt. Both countries need to settle their differences and work together for the good of East Africa.

No need to refer to RWANDA as the Singapore of Africa. Rwanda is a great nation that has a government with a vison. Singapore rose so rapidly because it was in a unique position, had access to the world's oceans and has a government with a vision. I only wish Rwanda had a coastline. Sadly, Rwanda is a landlocked nation by design of colonial powers. If RWANDA was positioned let's say where Somalia or south Africa is positioned, with the same visionary government that occupies its halls of power now. Rwanda would have the largest economy in Africa right now. It would have a GDP of at least 1.1 trillion. Of course, that's with the same amount of area they now have. If Rwanda was situated near an ocean and controlled an area the size of south Africa WITH the same Visionary Government, the nation would have a GDP or approximately 5- 10 trillion. That 5 - 100 trillion today would double not even 15 years later pushing it to the 3rd or second largest economy in the world. Again, this rapid rate of development would only be possible with the same visionary government and access to the oceans. However, African nations were designed to be dysfunctional by foreign powers. I want to see Africa as a whole leapfrog to the pinnacle of human civilization once again. It is surely not impossible. But to do that some traditions must be done away with. You cannot lead in a modern competitive technologically powered civilization when the majority of your people would rather hold on to concepts and ideas derived from primitive peoples 2000 years ago. Respect and honor history yes, but never let history hold you back, especially in a world where others will seek to dominate you if you do not have the industry, money, power and technology to deter a military conquest.
