I think it's more about being given money for giving something for free in return. My thoughts instantly went to all the webcomics I have been following for years. How much work these people have put into this project that they give for anyone to enjoy for free, and how ashamed they seem when they ask for donations. Getting something sorely for being famous would be someone like the Kardashians asking for donations for their plastic surgeries :P
Both those terms are most commonly meant to be condescending and derogatory, that's true. In this specific case however, I don't think its what the speaker meant. I got the impression she was trying to describe their situation, and how bad she felt for them having nothing. She was using "illegal immigrant" not to insult them, but to explain to use that they were hiding, they were scared, they were poor, they were struggling. Same with "Broken English." Its another hardship on the mother.
