I like the explanation but you should definitely correct the mistake with the missing party. Otherwise, the whole Webster method is just not correct. Also it's not so hard to explain. In your example, a party gets one seat for every bunch of 69,400 second votes. It's just a rule of proportion :)

Don’t go for studies or work in Germany right now. Inflation is at all time high and very low paying salaries. People after 6/10 years after living leaving this country. If you want to live your all life in rented flat than you’re welcome here. And only one thing was missing that is rise of the far right party which is against foreigners. Dark winters, bad weather and rude people. There is no Labor shortage , you must speak c1-c2 German for small roles in company. Ground reality is compared different. This country is long gone. Everywhere feels like unsafe’knife attacks. Don’t waste your life invest your valuable time and energy somewhere else.
Agree to an extent, but if you have a reason like being an introvert in nature, I feel quite at home here, despite being a foreigner. It depends on the type of person you are, if you come with expectations or high hopes, then you might be disappointed. Staying calm, patient and working hard will definitely make you beat against all odds. Viel Erfolg.
@asvathg358 I think you should read the manifesto or right wing party. I was just telling it’s not the same Germany anymore from 2010. Situation is worst and gonna get more worst after election. Illegal migration destroyed this country 60 percent of German itself don’t feel safe in this country.
Well yes, the new system means that not all direct mandates are guaranteed to be on parliament but that it depends on the total votes received in the second vote. No seats will be added anymore to parliament as it was done in the past to balance out percentage with all direct mandates.

That’s because segregation of what a seat constitutes and how they are selected depends on the country. And so, Germany was never full or partial largest democracy.
