I don’t think it does require a transport every time. Sometimes they patient is fine and doesnt need any EMS intervention. At least from what I’ve seen in other videos
You should recommend to the mod makers to add a feature where you can just send a police car to chase a vehicle or person to apprehend them like in EM4.
I do this in Mayberry. If the patient is above 50% initially, I just turn off the lights and siren during transport. If its below 50% initially, they go emergent. I just ignore the "pulling over" of NPC vehicles.

57:35 they need to tune the taser always needing ems transport, a evaluation by BLS sure but you dont need to go to hospital every time

I wish they had a feature to go Non-Emergent to the Hospital for some patients. It would be more realistic
