You can use any bank account to purchase play console account. But while creating and verifying account you have to use the proper details by whom the play console account will be maintained. You have to verify the organization account. That is mandatory.

It is better to give your own details for id and address verification. And you have already attached your bank account for google pay transactions, then it won't be a problem.

City, State and Pincode, you can enter in the respective fields. In the Street field you can enter only street address.
