No, they can simply refuse to accept this option. Direct Deposit is safer and people who already have "checking" accounts have debit cards too. The state is making a percentage from the bank by allowing this to happen. F--k B of A. DIRECT DEPOSIT is and has been in use for over 20 years and it is the customer's choice to decide not EDD.

@@loldieok Sure! I added all of the fraudulent charges on my statement. Then called B of A card services to let them know I had those, then they went through and wrote down all the charges, then cancelled the card. Then I was told to go to the actual bank (BofA) and they would supposedly give me a new card. The bank teller said no, that they weren’t able to and I’d have to call customer service back..that’s who deals with Visa EDD cards, not B of A bank or EDD.
I did and they said go back to the bank to get the card. I did, spoke to the manager that time, and no luck.
When that didn’t work, I called customer service back asking for their manager. I explained to him that I was frustrated, given the runaround and needed my money for bills ASAP. “Since I had so much trouble”, he finally was able to refund the amount that was taken out, and sent a new card in the mail.
Basically, I’d call customer service(number on back of the card),ask for management and let them know you are relying on that money and tried everything!
      Good luck🙏🏼

It's really frustrating, they have yet to recommend going to the actual bank (for me at least) but have just kept putting me back and forth between EDD and BOA. So far I guess I'm waiting on BOA to get the OK from EDD that my account isn't closed, because Edd is saying it's open and boa is saying it's not. Once it's open that's when they can refund my money that was taken out but it was really weird bc I never asked them to close The account just send me a replacement. I have been saying the same thing. I know so many people buying into Bitcoin. Its a ponzi scheme, we should know that. The real tragedy is going to be when we realize at a certain point, Bitcoin doesn't solve the problems of economic insecurity. It seems like its actually a great way to reward people who are already rich in dollars to invest in it. And for those who don't have, much will be taken from them later. Currencies that are not regulated by natural rather than manmade terms are used to usurp and displace value. It's sad really.

I want to reiterate what the last customer said. The Bank has a contract with VISA to both protect cardholders from fraud and to cover all losses from fraud. I would also say that in the issuance of these cards, EDD employees have access to all personal information of claimants. That means it is possible that this is an inside theft. Ultimately, this debit card program has a security breach and all EDD claimants should refuse to accept that isn't set up with direct deposit.

    1. As soon as the money is available, withdraw all of it from the EDD account.
    2. Open a credit union checking account. CUs are not-for-profit community banks. Your money isn't at risk. (Note: pick a large credit union)
    3. Deposit money into credit union checking account (It's FDIC insured for up to $250K).
    4. Use your checking account debit card. The debt card comes with the chip and pin which is more secure than the EDD cards.
Don't deal with Bank of America.

Is it a bad employee stealing card info(all the info you need for onlinepurchases or card cloning/duplicating is on the card itself, name, address dont really matter because it aint really a legit bank card) or are these people who dont have security on their phones and have been compromised. Sometimes sketchy apps keep monitoring your phone activity.

The state govt and BofA consumer banking heads in CA have to answer for this.
