@@rolandnwabuzor7826The presence of the Holy Spirit is fine but that does not in anyway erodes A degree in theology, there’s always a symphony between human mental development and The Spirit when it comes to interpretation of Scriptures. So there must be a heightened education that defines the principles of Bible interpretation(Hermeneutics) and guides the interpretation, those principles are culled from scriptures and so if anyone claims the Holy Spirit interpreted anything to him then that “spirit interpretation” must align with the principles of interpretation. Enough of this sloppiness in churches, we want excellence and principles driven churches.

He is the guide to the truth, He is the revealer of hidden things and the teacher and interpreter of the Bible only by Revelation of knowledge. Rwanda is a tiny country and it's easier to regulate a lot of issues. Kenya is equal to 26 Rwanda's thus it's like regulating 26 other smaller States. I laud Rwanda for the progress they have made . However it's also easier to regulate a small country. Nigeria on the other hand is equal to 40 Rwanda's. You get the picture??

Kudos to the Rwanda government! Since churches are now businesses and we have more churches than companies, they should follow the legal procedures of the authorities. This will really help to eliminate pastoral fraudsters, corruptions, and deception.

Your comment concerning factories and warehouses versus churches hints broadly at Rwanda’s problem…poverty. Forty per cent of Rwanda’s people’s live below their own government’s standard of what is considered poverty. Sixty per cent of the people are under thirty years of age and hungry for work. Shutting down churches and mosques won’t solve those issues. As for money-grubbing prophets, that too is evidence to a peoples desperation as they seek help to survive both economically and spiritually. The government must recognize that they not only lead a nation economically but morally and spiritually, but in matters of faith let it be with gentle encouragement. I applaud all Rwanda has done to overcome 1994 but how will closing institutions continue that progress? Rwanda, has more to fear from the political intents of its neighbors than it does from people worshipping God.

I moved to tanzania from Canada. I rented a house next to a church, it was the biggest mistake of my life. Unbeknownst to me, they have night service Tuesday night and Friday nights from 9 pm to 3am. They were bloody loud, making so much noise.o couldn't sleep. After reading Tanzanian rules concerning noise pollution, it specifically mentioned churches and mosques. I recorded the night service, and then I went to the authorities to complain. A meeting was called between the pastor and myself. He was ordered to bring the noise within the specified rules. Since then, it has been good. I couldn't believe that the local people put up with this nonsense without doing anything about it. Yet again, some people don't know the constitution of their own country, and their rights govern therein.

This can never happen in Nigeria. It's easier in Rwanda because the Muslims are mere 2% - almost negligible. It's only Christians that can enact and execute such laws. Muslims cannot...and they have a good number (percentage) in Nigeria.
A pastor once told how Muslims gathered and reported him to the police that he's disturbing the community with the sounds from his church. The police wrote to the pastor who also approached the state chairman of the Pentecostal Fellowship of Nigeria which he belonged. The chairman simply gathered his church legal team who wrote to the police that the church will agree to stop using the PA systems on one condition - that the Muslims should also stop the early morning noise that boozes out of the mosque. And since they cannot do without the early morning noise, they lost the case, and the police could no longer prosecute the pastor.

This is a good move by a responsible leadership. In many of our African communities both in africa and abroad , we have turned religion especially churches into businesses. People who can't even make coherent sentences call themselves prophets misleading their followers.

Really? Had no idea. Had to relocate to get a relief from church noise. There was one just by my window. Service 3 days per week, not counting band practice and prayer cell meetings. Since the pastor lives in the church, when he gets up at night, usually 4 AM to pray, he prays over the mic. If you complain they say you have demons in you. Would've reported if I knew such laws exist in CMR.

It is sad that the government has to regulate the church, the church should have been a self regulating institution that checks it’s operation but it has failed and so the government has stepped in to do it in order to protect citizens from those who abuse the system. I see the government asking the church to be accountable and responsive through its action. This could lead to small home fellowships, churches doing the right thing to obey the legal boundaries and closure of some places of worship. I wish it could happen in Nigeria.
Adeola this is FANTASTIC I know the church of God must match on nothing stops the gospel but there is a need for accountability and it should be extended to all religious with no exemptions... hopefully all this sheep in wolves clothing will not beat the system. I totally support the approach Rwanda is taking . Is it harsh , yes a little but , if you are doing the right thing then you shouldn’t complain , just fall in line and your church will operate . As a Ugandan and Christian, I have seen the rubbish institutions that crop up everyday in Uganda with money-seeking individuals who start with small groups of loyal minions and grow into massive money-making ‘churches’ (machines) , taking advantage of the innocent, desperate and gullible citizens especially the poor and those in delicate circumstances looking for salvation . There are streets in Kampala lined by churches , like the roads leading to or away from major referral hospitals for instance. Then the billboards by different ‘prophets’ announcing the next great crusade / worship harvest / healing . Each claiming to be the messenger of God himself and with a legion of followers who basically worship him and follow his every instruction- one prophet’s followers have gone as far as renaming themselves with his last name . Tell me it’s a thriving business without telling me it’s a thriving business. If I wasn’t so disgusted by it , I’d probably throw in some of my own money and see how much I make from it . Open your eyes people !!
I completely agree with the policies implemented by the Rwandan government. We should also have more places of learning. Your mobile phones, tablets, TH-cam etc were not created by prayers but by men and women using their brains.

Adeola do you know, I don't sleep at night and Morning Because of church and mosques? 😢 Jesus this is depressing. Two churches are facing the house. They hold night vigils at night till 2 am. Once is 2 am I want to close my eyes. Then The central mosque at Oribawa will start by 5 am. These mosques make so much noise with a loud 📢 speaker 🔇. I told a fellow Christian brother that I stopped going to One Redeem close to the house because of their loudspeakers. Sorry for the bad experience. We thank our president Kagame, a visionary leader, for helping us to avoid this kind of rubbish. With a such noise you aren't peaceful at all. In Rwanda we are peaceful at all levels of life, thanks to Kagame.
While I agree with this, especially for the sake of safety and every other seemingly good reasons, here are my concerns; 1. Once it is the government that has set these rules, it makes it easy for those who can meet those requirements to simply meet them and start a church. I didn't see requirements like "You must show evidence of your Salvation experience" or "You must show evidence of sound teaching", it's all papers, certifications and things like that. 2. The moment it is the government that has established these criteria, it also means human beings are in charge and hence, it can be manipulated. If someone wants to start a church now, you may just need to know someone who knows someone in the government to help you sign this or sign that and then your church becomes recognized by the government and you move on; the process can be manipulated because human beings will be in charge. 3. As good as these may seem, it also eliminates the possibility of those who have little beginnings. I would have loved if the government can give a space of at least 5 years, for churches just starting to build up for some time and then provide those requirements. The reason is that not everyone has all the funds when they start, in fact majority of big churches today had a very rough start. So imagine that at the time when they were still struggling to gather funds and equipments, someone stopped them with a long list like this, that means they would have been killed before they were born. I'll conclude with this, while I understand the place of moderating the activities of churches, especially as there a lots of false pastors today, we should also remember the good ones that simply are just starting. We should bear in mind that Satan may, I said may please, be using this as a subtle attack on the good churches that simply don't have the funds or the resources. Let me conclude with this story. Remember the story in the Bible when Pharaoh in Egypt ordered that all newly born Israelites male children be killed at birth? It was a government order and if you asked Pharaoh he would justify it with some seemingly good reason for the safety and protection of Egypt. However, we know that Satan aimed at only one child, the baby Moses. If not for God's help, the resources of God that has been deposited in baby Moses would have been destroyed before it even starts. History is replete with examples of how Satan used governments of different countries as a tool to attack God's plan. If this move of the government of Kenya is from God it will stand, but if it is not, God Himself will make a way for His own.
I think you’re confusing gospel with laws, first of all Rwanda is a secular state, second, God’s calling is to teach people of his kingdom not to suffocate them in a small room with no bathroom no clean water or nothing, 3rd, if you have a calling you can still preach in another church, why do you need a church of your own? Closing churches because of some of these reason is very very uncalled for. Why not helping some of those churches. The government is involving herself into favoring some other faith that is lacking maximum dénomination.
An academic degree pre pastoral is ok but mandatory degree in theology is definitely not right. Other pre requisites as stated by the Rwanda Govt I think are good to ensure order and sanity. So long as they are not intended to gag the Church. I think other countries and Nigeria in particular should take cue especially in the area of sanitation, safety and noise pollution by religious organisations.

As an American, initially, this may not seem like governmental intrusion. The problem is that the intrusion eventually gets worse and worse. I think it’s better that they pass law across-the-board, and give people a set time to comply.
We seriously need this in Nigeria. Nevertheless, few things need to be overlooked like degree holder and also the criteria need to be reduced, too long
This is the right step in the right direction. I want to add to the policies in Rwanda 1. individuals cannot open a church-nobody can own a church, which will prevent gazillion of churches being opened on a daily basis; 2. you must attend a 4-year Bible college before you can become a pastor - just as stated in the policy; 3. an investigative body should be established to investigate allegations against pastors/prophets, similar to how it is done for other professionals like doctors, lawyers, psychologists, etc.; 4. if pastors/prophets are found guilty of malpractice, they should be punished, including jail time; 5. pastors/prophets should be put on a salary like every other profession-they should not live glamorous lives on tithes and offerings; and 6. prophecies should be handed over to the appropriate church authority for vetting before being shared with people, which will help prevent the manipulation and control of people through prophecy. Any failed prophecy will attract banning, imprisonment, or death. These are the real policies and laws needed to protect the people.
All your recommendations except #6 are already implemented. I have been living in Rwanda for almost 2yrs now and I must say these policies work wonderfully. The noise pollution, safety and hygiene, parking spaces and all that also applies to entertainment centers also. Infact in Kigali, Entertainment Centers must close at 1am on weekdays and 2am on weekends, to avoid noise pollution 😅😅
There are a lot of flaws in your submissions. While I agree to sanity in the church, it is not the place of unbelievers to put the church in check. Flesh and blood cannot do only what the Holy Spirit can do. While I believe everyone called of God should be trained in a Bible College, it is not a must criterion. It's wrong to appoint pastors on the basis of human approvals. There are many pastors behind the pulpit who has no business there because they were never called. But they found themselves appointed because they went to some seminary or theological college. The Bible teaches the 5-fold ministry - apostle, prophet, evangelist, pastor, and teacher. Some persons are occupying offices they were not called into if at all they were called, hence they become misfits. @@tyfredteh7536That's excellent. These measures should be applied in other African countries as well. The use of churches to exploit people is out of control. The majority of pastors and prophets in Africa cannot pass background checks. The church and the role of a pastor/prophet have become a default profession for people who cannot succeed in secular jobs and who cannot pass criminal background checks for responsible positions. Once financial exploitation associated with church operations is blocked, many people of questionable character will not be lured into becoming pastors/prophets. A huge thumbs up to the Rwandan government for overseeing what goes on inside of churches and mosques. In the USA, so-called churches are merely fronts that fleece its flock and also extend their influence over the internet. They devise imminent dangers, catastrophes to urge their followers to send money. The end result is pastors living lavishly. There is also the component of so-called churches being a front to influence how people vote, in violation of the separation of church and state. So there must be a heightened education that defines the principles of Bible interpretation(Hermeneutics) and guides the interpretation, those principles are culled from scriptures and so if anyone claims the Holy Spirit interpreted anything to him then that “spirit interpretation” must align with the principles of interpretation. Enough of this sloppiness in churches, we want excellence and principles driven churches.

I moved to tanzania from Canada. I rented a house next to a church, it was the biggest mistake of my life. Unbeknownst to me, they have night service Tuesday night and Friday nights from 9 pm to 3am. They were bloody loud, making so much noise.o couldn't sleep. After reading Tanzanian rules concerning noise pollution, it specifically mentioned churches and mosques. I recorded the night service, and then I went to the authorities to complain. A meeting was called between the pastor and myself. He was ordered to bring the noise within the specified rules. Since then, it has been good. I couldn't believe that the local people put up with this nonsense without doing anything about it. Yet again, some people don't know the constitution of their own country, and their rights govern therein.

This can never happen in Nigeria. It's easier in Rwanda because the Muslims are mere 2% - almost negligible. It's only Christians that can enact and execute such laws. Muslims cannot...and they have a good number (percentage) in Nigeria.
A pastor once told how Muslims gathered and reported him to the police that he's disturbing the community with the sounds from his church. The police wrote to the pastor who also approached the state chairman of the Pentecostal Fellowship of Nigeria which he belonged.
The chairman simply gathered his church legal team who wrote to the police that the church will agree to stop using the PA systems on one condition - that the Muslims should also stop the early morning noise that boozes out of the mosque.
And since they cannot do without the early morning noise, they lost the case, and the police could no longer prosecute the pastor.
Rwanda is highly disciplined, that is why it is improving in all sectors. Now, with more churches out of business, the world will see how fast Rwanda develops! Rwanda, fantastic job continuing to protect your people!

Had to relocate to get a relief from church noise. There was one just by my window. Service 3 days per week, not counting band practice and prayer cell meetings. Since the pastor lives in the church, when he gets up at night, usually 4 AM to pray, he prays over the mic. If you complain they say you have demons in you. Would've reported if I knew such laws exist in CMR.

It is sad that the government has to regulate the church, the church should have been a self regulating institution that checks it’s operation but it has failed and so the government has stepped in to do it in order to protect citizens from those who abuse the system. I see the government asking the church to be accountable and responsive through its action. This could lead to small home fellowships, churches doing the right thing to obey the legal boundaries and closure of some places of worship. I wish it could happen in Nigeria.

As a Ugandan and Christian, I have seen the rubbish institutions that crop up everyday in Uganda with money-seeking individuals who start with small groups of loyal minions and grow into massive money-making ‘churches’ (machines) , taking advantage of the innocent, desperate and gullible citizens especially the poor and those in delicate circumstances looking for salvation .
There are streets in Kampala lined by churches , like the roads leading to or away from major referral hospitals for instance. Then the billboards by different ‘prophets’ announcing the next great crusade / worship harvest / healing . Each claiming to be the messenger of God himself and with a legion of followers who basically worship him and follow his every instruction- one prophet’s followers have gone as far as renaming themselves with his last name .
Tell me it’s a thriving business without telling me it’s a thriving business. If I wasn’t so disgusted by it , I’d probably throw in some of my own money and see how much I make from it .

We should also have more places of learning. Your mobile phones, tablets, TH-cam etc were not created by prayers but by men and women using their brains.
This is what you call good leadership in Rwanda. Kudos to paul kagame . Rwanda does not need many places of worship but more industries. Every business entity needs to pay taxes and be registered. Churches are now businesses

Adeola, As a Christian myself in Nigeria 🇳🇬, I said so, because I am not an unbeliever. I love Jesus and wants the church of Christ to grow. But 1000 Churches and mosque in 1 streets is no no for me. I support this Rewanda new action. We need this in Nigeria 🇳🇬 ASAP. I rented a house here in Lakowe Ibeju Lekki Lagos. Adeola do you know, I don't sleep at night and Morning Because of church and mosques? 😢 Jesus this is depressing. Two churches are facing the house. They hold night vigils at night till 2 am. Once is 2 am I want to close my eyes. Then The central mosque at Oribawa will start by 5 am. These mosques make so much noise with a loud 📢 speaker 🔇. I told a fellow Christian brother that I stopped going to One Redeem close to the house because of their loudspeakers. The day I went to that church I came home with a headache and my ears were making noise throughout the day. NIGERIA🇳🇬 NEED THESE ASAP, especially LAGOS. Jesus have mercy. Mosques and Churches need overhauling in Nigeria 🇳🇬.

True true Rwanda are interested to organize many things. Not only churches
While I agree with this, especially for the sake of safety and every other seemingly good reasons, here are my concerns;
1. Once it is the government that has set these rules, it makes it easy for those who can meet those requirements to simply meet them and start a church. I didn't see requirements like "You must show evidence of your Salvation experience" or "You must show evidence of sound teaching", it's all papers, certifications and things like that.
2. The moment it is the government that has established these criteria, it also means human beings are in charge and hence, it can be manipulated. If someone wants to start a church now, you may just need to know someone who knows someone in the government to help you sign this or sign that and then your church becomes recognized by the government and you move on; the process can be manipulated because human beings will be in charge.
3. As good as these may seem, it also eliminates the possibility of those who have little beginnings. I would have loved if the government can give a space of at least 5 years, for churches just starting to build up for some time and then provide those requirements. The reason is that not everyone has all the funds when they start, in fact majority of big churches today had a very rough start. So imagine that at the time when they were still struggling to gather funds and equipments, someone stopped them with a long list like this, that means they would have been killed before they were born.
I'll conclude with this, while I understand the place of moderating the activities of churches, especially as there a lots of false pastors today, we should also remember the good ones that simply are just starting. We should bear in mind that Satan may, I said may please, be using this as a subtle attack on the good churches that simply don't have the funds or the resources.
Let me conclude with this story. Remember the story in the Bible when Pharaoh in Egypt ordered that all newly born Israelites male children be killed at birth? It was a government order and if you asked Pharaoh he would justify it with some seemingly good reason for the safety and protection of Egypt. However, we know that Satan aimed at only one child, the baby Moses. If not for God's help, the resources of God that has been deposited in baby Moses would have been destroyed before it even starts. History is replete with examples of how Satan used governments of different countries as a tool to attack God's plan.
If this move of the government of Kenya is from God it will stand, but if it is not, God Himself will make a way for His own.

Closing churches because of some of these reason is very very uncalled for. Why not helping some of those churches. The government is involving herself into favoring some other faith that is lacking maximum dénomination.
An academic degree pre pastoral is ok but mandatory degree in theology is definitely not right.
Other pre requisites as stated by the Rwanda Govt I think are good to ensure order and sanity. So long as they are not intended to gag the Church.
I think other countries and Nigeria in particular should take cue especially in the area of sanitation, safety and noise pollution by religious organisations.

This is the right step in the right direction. I want to add to the policies in Rwanda
1. individuals cannot open a church-nobody can own a church, which will prevent gazillion of churches being opened on a daily basis;
2. you must attend a 4-year Bible college before you can become a pastor - just as stated in the policy;
3. an investigative body should be established to investigate allegations against pastors/prophets, similar to how it is done for other professionals like doctors, lawyers, psychologists, etc.;
4. if pastors/prophets are found guilty of malpractice, they should be punished, including jail time;
5. pastors/prophets should be put on a salary like every other profession-they should not live glamorous lives on tithes and offerings; and
6. prophecies should be handed over to the appropriate church authority for vetting before being shared with people, which will help prevent the manipulation and control of people through prophecy. Any failed prophecy will attract banning, imprisonment, or death.
These are the real policies and laws needed to protect the people.

All your recommendations except #6 are already implemented. I have been living in Rwanda for almost 2yrs now and I must say these policies work wonderfully.
The noise pollution, safety and hygiene, parking spaces and all that also applies to entertainment centers also. Infact in Kigali, Entertainment Centers must close at 1am on weekdays and 2am on weekends, to avoid noise pollution 😅😅
There are a lot of flaws in your submissions. While I agree to sanity in the church, it is not the place of unbelievers to put the church in check. Flesh and blood cannot do only what the Holy Spirit can do.
While I believe everyone called of God should be trained in a Bible College, it is not a must criterion. It's wrong to appoint pastors on the basis of human approvals. There are many pastors behind the pulpit who has no business there because they were never called. But they found themselves appointed because they went to some seminary or theological college.
The Bible teaches the 5-fold ministry - apostle, prophet, evangelist, pastor, and teacher. Some persons are occupying offices they were not called into if at all they were called, hence they become misfits.

The majority of pastors and prophets in Africa cannot pass background checks. The church and the role of a pastor/prophet have become a default profession for people who cannot succeed in secular jobs and who cannot pass criminal background checks for responsible positions. Once financial exploitation associated with church operations is blocked, many people of questionable character will not be lured into becoming pastors/prophets. The number of churches established will also reduce. There will be sanity in the society.
Please who are the church authorities that will vet the prophecies? There are many Elis in the church today.
I've stopped listening or reading prophecies very long time now. I know there are charlatans today. But that doesn't mean that there are no true prophets and prophecies. By God's grace when I see or hear one, I know.
A huge thumbs up to the Rwandan government for overseeing what goes on inside of churches and mosques. In the USA, so-called churches are merely fronts that fleece its flock and also extend their influence over the internet. They devise imminent dangers, catastrophes to urge their followers to send money. The end result is pastors living lavishly. There is also the component of so-called churches being a front to influence how people vote, in violation of the separation of church and state. There is a saying in my culture: "Heaven is for the poor and Earth for the rich." Empty promises lead to empty pockets.
