There are definitely cases where players try to change the shuttle to stall or break the opponent's momentum, but yeah, that card definitely came out of nowhere in this case.
Popov is asking to change the shuttle. Umpire checks with Yang and Yang is making the gesture "no". So the umpire chose to side with the player who is about to the serve, which was Yang. That's not uncommon. Popov was out of line to make such a scene about it, to the point where he rightfully got the yellow card.
