Even if you are not a student or graduate of political science, you will be very much affected by it because the lives of every one depends on the decision-making of our respective governments and institutions. I didn't have any issue with the visa. Once you have the acceptance letter, you don't need to worry much about it. Living expense might vary too.. but in Salamanca, I spend less than 500 euros for living(+apartment/ room fee apart)
All are taught in Spanish in my Uni in Spain. Some reading materials(books, lecturas..) are sometimes in English but the language the professor delivers is Spanish 😉
