Devil Jin is not that much weaker than True Devil Kazuya, and that was shown in story mode when he managed to stop Kazuya’s giant electric ball before transforming into Angel.
Base Jin (and similar fighters like base Kazuya, Lars, base Reina) is someone who can defeat the game's previous bosses like True Ogre, Jinpachi, and Azazel, so he'd do better than those who can hold their own for a while (Lars, Reina). Ofc this explains how Devil Kazuya can trounce Azazel.

He's actually much weaker. He was able to withstand with angelic power embedded by his mother. True Devil Kazuya is on par with Angel Jin
