Listening to Brian, and how he ignores Johnny and Jim when they ask him that why he didn't help Billy, shows a really big possibility that Brian was the one who called the cops, and not because they heard some shootouts. At least that's prospective.
But where was brian ? When Johnny and Jim were shooting out with the triads on the roof? And also where was brian when Billy got busted?

Honestly the way I see it, they put more work into The Lost And Damned. Take Multiplayer for an example. It's got a shit load of awesome game modes while The Ballad Of Gay Tony's multiplayer is barebones shit (DM, Race and Free Mode only)

The most unexplained betrayal ever. Brian avoids answering any of Johnny's answer, and Billy getting caught after crashing his bike trying to escape from the cops? What? Why did he even drive off without Brian to begin with? So much for being the leader of an MC club. Which leader doesn't carry a gun with them? So Billy can face off with a bunch off heavily armed rival MC members, but gets taken down by 3 cops? Trash MC leader. Billy Grey is unfit to be President. Johnny K in Liberty City is strong and cleaver. But in Blaine County? Forget about it. He turned into Billy in the end. Became a junkie and died like a bitch.
Supposably Billy wrecked his bike while tryna escape the Triads since they attacked him. As for Brian, I think he didn't have the answers. Billy was alone when he met with the Triad boss so I assume Brian wasn't aware of the setup, and was just kissin' Billy's ass as usual.

My theory is that Brian called the cops when Billy was somewhere else, and Billy thought it was Johnny because someone told him Billy set him up, so he tried to put the shit against Johnny. Brian tried to get Billy out just so he could put the shit on Johnny and start his own chapter.
Alinek the reason Billy thought Johnny had something to do with the cops is cus Brian had known the whole time The Feds were calling Johnny's phone . This is probably why Billy calls Johnny a disloyal Jew bastard in the scene where he plans to set Johnny up with the Triads in the ballad of gay Tony we see Billy plotting with the Triads before this mission happens.
Billy and Brias where the ones who set Johnny and Jim Brian and Billy were suppose to follow them and if Brian and Billy were helping Johnny and Jim to get to their way out Billy would’ve not been arrested

A minor thing I noticed whilst remembering every single thing from the GTA 4 storyline was that this mission's name reminds me of the dialogue where Phil Bell was explaining to Niko how the Triads believed that the H that they recovered from the Lost (I'm assuming that they recovered it from the Lost, before they unloaded it into that truck) was cursed and I like how this mission reflects on how much bad luck this Heroin has inflicted on some of the characters in the game. Mainly on Jim and Johnny, since Billy nearly got them killed, because of the deal going South. That being said, I'm not sure if the name for this mission was called what it was intentionally or if it was just mere coincidence. Either way, I thought that it was interesting to point out.

I always wonder if the main reason why Billy didn’t want to do the deal was because he second guessed having Johnny killed. Rockstar should’ve explained this mission way better!
In My Opinion Billy wanted the make the Lost bigger style Grove Street taking over more territories over their enemies while Jhonny just wanted stayed like they wanted in peace without any conflict but that didn't turn right anyone could say that in gta universe this band was bullet meat
But it only didn't last since Billy wanted his bike back which the AoD had got as a peace offering.
