Mostly when people talk about Tokyo, it's quite likely they are talking about these 23 wards. Each of the wards is as big as a city like Shinjuku ward and/or Shibuya ward. And Waseda is a name of an area in Shinjuku ward.

It's really a beautiful sight 2:51. The orange Torii Gate, the green on the trees and the blue sky. All well balanced and in harmony.
When I came here for the first time I thought this Torii gate looked very symbolic and I thought the same thing as you did too.
