Neutrals attack? Neutrals grow units? Neutral territory conquered with no guard unit, rebel? There are rebellions in power provinces? Neutrals only have one type of unit? Why no Saxons?
The neutrals do not attack. They only are replaced in a territory if the attacker fails to conquer it. So this is a quick game and not meant to be an in depth portrayal of history. I do think the game can incorporate house rules. The Saxons were more involved in later years. But, again with some adjustments, house rules could be added. I think it works as a beer and pretzel style quick dice roll game. Great questions!
